Defence Minister Rajnath Singh today said that India is committed to
resolve the current border issue with China in a fair and peaceful
manner and at the same time the country is also prepared to deal with
all contingencies. He said, China is trying to change the status quo at
the Line of Actual Control which is unacceptable to India in any
condition. The Defence Minister was making a statement in the Rajya
Sabha on the development on border in Ladakh region.

Mr. Singh said, the current situation is very different both in terms
of scale of troops involved and number of friction points. He said, the
conduct of Indian forces throughout the standoff shows that while they
maintained patience in face of provocative actions, they also equally
displayed valour when required to protect the territorial integrity of
the country.

The Defence Minister added that Chinese actions reflect a disregard for
various bilateral agreements and amassing of troops by China goes
against the 1993 and 1996 agreements.

Mr Singh said, China, in the last many decades undertook significant
infrastructure construction activity to enhance their deployment
capabilities in the border areas.

The Minister added that the Indian government has doubled the budget
for border infrastructure development. He said, China continues to be in
illegal occupation of around 38,000 square kilometres in Ladakh and
Pakistan illegally ceded 5,180 square kilometres of Indian territory in
Pakistan-occupied Kashmir to China. Mr. Singh said, border issues are a
complex matter and both India and China have accepted that peace is
essential for bilateral ties.

Later, leaders cutting across party lines spoke in one voice against
the Chinese aggression and reiterated their commitment to support the
government and armed forces. Leader of Opposition, Gulam Nabi Azad said,
Congress is committed to protect the unity and integrity of the
country. Former Defence SMinister and Senior Congress leader A K Anthony
said, the government should work to ensure the situation at LAC prior
to the 15th of April. P. Wilson of DMK and Ravi Prakash Verma of
Samajwadi Party also extended their support to the government. Sanjay
Raut of Shiv Sena said, the government should always keep in mind the
Chinese nature of betrayal. Sanjay Singh of Aam Adami Party, Prem Chand
Gupta of RJD, Binoy Vishwam of CPI, Elamaram Karrem of CPI(M), Veer
Singh of BSP and other also supported the government on the issue.

India has asserted that Pakistan should desist from laying untenable
claims to its territories which have no legal validity and international
credibility. This was stated by Minister of State for External Affairs
V. Muraleedharan in the Rajya Sabha on a question related to so-called
political map of Pakistan in which the neighboring country had made
absurd assertions and untenable claims to territories in Gujarat, Jammu
& Kashmir and Ladakh.

The Minister said, New Delhi has rejected Islamabad’s obsession with
territorial aggrandizement supported by cross-border terrorism. Mr.
Muraleedharan added that the government continues to respond
appropriately to Pakistan’s malicious actions and propaganda including
on the issue of J&K at various international fora.

India today said, it desires normal neighbourly relations with Pakistan
reiterating that issues, if any between the two countries, should be
resolved bilaterally and peacefully in an atmosphere free of terror,
hostility and violence.

In a written reply in Rajya Sabha, Minister of State for External
Affairs V. Muraleedharan said, the onus is on Pakistan to create such a
conducive atmosphere including by taking credible, verifiable and
irreversible action to not allow any territory under its control to be
used for cross-border terrorism against India in any manner. He said,
India has consistently raised the issue of Pakistan’s continued support
to cross-border terrorism and terrorist infiltration at bilateral,
regional and multilateral fora. He added that as a result, there is
enhanced concern in the International community at terrorism emanating
from Pakistan including the continuing activities of terrorists groups
and individuals.

The Minister said, major partner countries have called upon Islamabad
to not allow its territory to be used for terrorism in any manner.

Health and Family Welfare Minister Dr. Harsh Vardhan today expressed
the hope that COVID-19 vaccine would be available in the country by
early next year. He informed that three vaccine candidates have reached
the clinical trial stage of Phase one, two and three.

He appealed to people to adopt social distancing and Do Gaz Ki Doori as a social vaccine till the arrival of a vaccine.

Replying to a discussion in the Rajya Sabha on COVID-19 pandemic
situation in the country, he said, an Expert Committee is working on the
development of a vaccine by giving all the necessary support to the
various bodies. He said, India is working with WHO and other
international organizations in the direction of vaccine development.

Appreciating the role of COVID warriors in the fight against the
pandemic, he said, the Prime Minister has taken every decision with the
help of experts and the government tried to resolve every issue related
to this disease. He said, India started the fight against the COVID-19
disease from the initial days and fought this battle in an honest and
meticulous manner. He added that effective contact tracing, surveillance
mechanism and lockdown reduced the number of COVID-19 cases and
mortality.

The Minister said, the government provided every support to the State
Government and strengthened the laboratories network across the country
to improve the COVID testing mechanism. He added that the country is
conducting 11 lakh COVID tests every day and within a few days India
will be the first country in the total number of tests. He said, India
has achieved self-reliance in the production of PPE kits and N-95 masks
within a short span of time.

The Union Government has allocated more than 818 crore rupees to
promote online learning to mitigate the effect of the COVID-19 pandemic.
In a written reply in the Rajya Sabha today, Education Minister Ramesh
Pokhriyal Nishank said over 267 crore rupees have been allocated for
online teacher training.

The Minister said, internet access under Bharat Net scheme has been
made available to government institutions and to improve the internet
connectivity in rural areas. He said, his Ministry has held several
consultations with the States and Union Territories to ensure that
school going students do not lag behind in their studies during the
COVID-19 pandemic. He said, various initiatives like PM e-Vidya, Diksha
platform, E-textbooks rationalization of syllabus for examination and
Manodarpan were started for the benefit of students.

The Union Government has set up a Task Force to reconsider the legal
age of marriage for women. This was stated by the Law and Justice
Minister Ravi Shankar Prasad in a written reply in the Rajya Sabha
today.

The Minister said, a Task Force was set up in June this year to examine
the matters related to the age of motherhood, lowering Maternal
Mortality Ratio and improvement of nutritional levels.

The government has said there is no proposal to drop the Civil Services
Aptitude Test from the Civil Services Examination conducted by the
Union Public Service Commission. This was stated by the Minister of
State for Personnel, Public Grievances and Pensions Dr. Jitendra Singh
in a written reply in Rajya Sabha today. He also denied that the
government is going to change the examination pattern of Civil Services
including the replacement of interviews with a psychological test.

Information and Broadcasting Minister Prakash Javadekar said, Mr

Russian President Vladimir Putin extended greetings to Prime Minister
Narendra Modi on his 70th birthday and lauded his personal contribution
to the strengthening of strategic partnership between India and Russia.

In a letter to Mr Modi, President Putin said, his activity as India’s
Head of the Government has earned him the well-deserved respect of
compatriots and high international prestige. He also said under Mr

German Chancellor Angela Merkel today greeted Prime Minister Narendra
Modi on his 70th birthday and noted that they have succeeded in

The Government today said the country’s recovery rate among the
COVID-19 patients has reached 78.64 per cent. During the last 24 hours,
more than 82 thousand COVID patients have recovered. The Health Ministry
said, the total number of recoveries has reached over 40 lakh 25
thousand. The constantly increasing recoveries have ensured that the
actual caseload of the country has reduced and currently comprises only
19.73 per cent of the total positive cases. It said, that active cases
of Covid 19 in the country are less than one fifth of the total cases.
Presently, the total number of active cases in the country is 10 lakh
nine thousand. Currently, India’s Case Fatality Rate is at 1.63 per
cent, which is one of the lowest globally. In the last 24 hours, one
thousand 132 deaths have been reported taking the toll to 83 thousand
198.

According to the ICMR, the total number of samples tested so far has reached over six crore five lakhs.

Odisha has already conducted more than 26 lakh tests for COVID-19. With
about 50 thousand tests per day, the cumulative tests have reached
26,19,601, resulting in a total of 1,67,161 positive cases. While
1,29,859 patients have already recovered, the state now has an active
caseload of 36,580.

“Going
by the day’s tally yesterday, while the positive cases mounted by
4241, the recovery casecount too climbed up by 4121, thereby closing
the gap down to a little over hundred positive cases. Yet another
positive trend in the viral spread in the state is that only about half
the districts of the state had been reporting a daily addition of 100
plus cases, with the other half standing tough against the transmission.
Among these, Ganjam district has emerged as one signing example in
limiting the viral surge down to below 100 and even below 50 cases per

The Gujarat Government has decided not to follow the guidelines of the
Centre for partial opening of schools from the 21st of September. This
was announced by State Education Minister Bhupendrasinh Chudasama in
Gandhinagar. AIR correspondent reports that this decision was taken
during the State Cabinet meeting held yesterday.

“The Centre
had permitted the class 9 to 12 students to visit their school with the
written consent of parents from 21st September. However, this guideline
of Unlock 4 will not be implemented in Gujarart. As this provision was
not binding for states, the Government of Gujarat has decided that the
partial reopening of schools for classes 9 to 12will not be effective as
of now. The state government has taken this decision in view of
continuous spread of Covid-19 infection in the State. Yogesh Pandya, AIR

In Tamil Nadu, the active COVID-19 caseload remained under fifty
thousand for the eighth consecutive day yesterday. The total infection
has reached nearly 5.2 lakh while the recoveries have gone up to more
than 4.64 lakh. Meanwhile, the Madras IIT said, its team has developed a
novel method to detect the COVID-19-causing virus in a person in just
five minutes.

“The
IIT Madras has claimed that its new method to test for the SARSCoV2
virus in a person that caused Covid-19 disease can be detected in just
five minutes from his saliva. It is developed jointly with an US based
healthcare diagnostics platform called Ricovr Healthcare. The
project has won the ‘Ignition Grants’ Award from the US-India Science
and Technology Endowment Fund established jointly by both the countries.
The new diagnostic process is said to be capable of sensing active
viral particles on the spot without needing a specialized laboratory.
The IIT says the innovative detection technique and the simple use of
saliva will help bring a cost-effective and user-friendly device for
making Covid-19 tests economical and reliable. Jayasingh, AIR News,

In Assam, the State Education Department has issued guidelines for
opening of schools and colleges from 21st of this month. The Standard
Operating Procedure issued by Principal Secretary of the department B
Kalyan Chakravarthy said classes will resume for 9th to 12th standard
students with due care. Standard 9th and 12th students to attend classes
on Monday, Wednesday and Friday while other three days will be reserved
for Standard 10th and 11th students. For every class, maximum of 20
students to be allowed to attend and classes will be held in two
batches. However, the students must carry the No Objection Certificate
of the guardians.

In the Union Territory of Jammu and Kashmir, three terrorists were
killed in an encounter that broke out between terrorists and security
forces at Batamaloo area in the outskirts of Srinagar city today.

According to police, a joint team of security forces launched a cordon
and search operation in Batamaloo following the intelligence inputs
about the presence of terrorists in the area. As the joint team
approached towards the suspected spot, the terrorists fired upon them
that ensued an encounter which resulted into the killing of three
terrorists. The identity of the slain terrorists is being ascertained.

A 45-year old woman identified as Kounsar Riyaz of Batamaloo was also
killed in cross-firing and a Deputy Commandant of 117 Battallion of
Central Reserve Police Force was critically injured and subsequently
shifted to Army’s 92 Base hospital at Badami Bagh in Srinagar for
treatment.

Meanwhile, Director General of Police Dilbagh Singh in a press
conference in Srinagar said that 177 terrorists have been killed this
year in Jammu and Kashmir. Giving details to media persons, the DGP said
that 165 terrorists have been killed in Kashmir and 12 in Jammu region.
Among them, 22 were foreign terrorists who have been killed in
different encounters this year. Twenty terrorists have also been brought
back into mainstream this year, he added.

Income Tax Department has issued refunds of over one lakh six thousand
crore rupees to more than 30 lakh taxpayers between 1st April to 15th
September this year. In a tweet, Central Board of Direct Taxes (CBDT)
said, Income tax refunds of 31 thousand 741 crore rupees have been
issued in over 29 lakh cases.

Defence Minister Rajnath Singh is scheduled to make a statement in Rajya Sabha today on the recent development between Indian and Chinese troops along the Line of Actual Control in eastern Ladakh. Earlier, on Tuesday, Mr Singh had made a statement in Lok Sabha over the issue. Mr Singh had asserted that India remains committed to resolve the current issues in its border areas through peaceful dialogue and consultations.

He said, India believes that mutual respect and mutual sensitivity are the basis for peaceful relations with neighbours. Defence Minister had said that India wants to resolve the current situation through dialogue. He said, India has been continuously maintaining diplomatic and military engagement with the Chinese side. Defence minister mentioned that both sides should strictly respect the LAC and asserted that any attempt to unilaterally alter the status quo will not be acceptable.

The Centre has set up an expert committee under the National Cyber Security Coordinator to study reports released earlier this week which said that a China-based company is mining data and snooping on hundreds of Indian politicians and leaders.

Our correspondent reports that sources in the government have confirmed that the panel will study these reports, evaluate their implications, assess any violations of law and submit its recommendations within 30 days.

Sources said, the Centre is deeply concerned with any report that suggest foreign sources accessing or seeking to access the personal data of Indian citizens without their consent. It has taken the issue of protection of privacy and personal data of citizens very seriously.

A media report published in a leading daily earlier this week stated that a Shenzen-based company, Zhenhua Data Information Technology has been keeping tabs on over 10 thousand Indian individuals and organisations in its global database.

The decision about setting up the expert panel has been communicated to Congress MP KC Venugopal by Foreign Minister Dr. S Jaishankar in response to his demands along with other MPs to protect the data of Indian leaders and others from spying by Chinese companies. Sources have said that the Foreign Ministry has also raised the issue of alleged spying on prominent Indians with the Chinese Ambassador yesterday. China reportedly has said that Zhenhua is a private company and has made clear its position publicly.

The Government has said that there has been a steady decline in Left Wing Extremism related violence and geographical spread of its influence in the country. Minister of State for Home Affairs G. Kishan Reddy said this in a written reply to question in the Rajya Sabha yesterday. The number of deaths in Left Wing Extremism related violence has reduced consistently from over one thousand in 2010 to 202 in last year. In 2020, deaths have further reduced from 137 to 102 till 15th of last month in comparison with the corresponding period of 2019.

To combat the Left Wing Extremism menace, the Government has formulated National Policy and Action Plan in 2015, which consists of a multi-pronged approach comprising security measures, development initiatives and ensuring rights and entitlements of local communities. The Ministry said, apart from flagship infrastructure schemes of the Central Government, several development initiatives have been implemented. The Lok Sabha passed the Banking Regulation (Amendment) Bill, 2020 yesterday. This Bill replaces the Banking Regulation (Amendment) Ordinance which was promulgated on 26th June this year. Speaking about the Bill, Finance Minister Nirmala Sitharaman said it aims to protect depositors’ money. The Minister said, it will help in safeguarding interest of the co-operative bank depositors’ in the country. She also raised the issue of PMC bank and asserted that this bill will protect depositors’ interest in similar situations.

The bill also enables the Reserve Bank of India (RBI) to make a scheme for reconstruction or amalgamation of co-operative banks to secure its proper management, and in the interest of depositors.

Income Tax Department has issued refunds of over one lakh six thousand crore rupees to more than 30 lakh taxpayers between 1st April to 15th September this year. In a tweet, Central Board of Direct Taxes (CBDT) said, Income tax refunds of 31 thousand 741 crore rupees have been issued in over 29 lakh cases and corporate tax refunds of 74 thousand 729 crore rupees have been issued in over one lakh 74 thousand cases.

Railway Minister Piyush Goyal informed the Lok Sabha that 433 crore rupees have been collected as fare from state governments and their representatives for operating 4,621 Shramik Special trains since May 1st this year. In a written reply in the Lok Sabha, Mr Goyal said in all 4,621 Shramik Special trains have been operated between May 1st and August 31st carrying 63.19 lakh passengers to their home states. He said, Railways have collected fare for Shramik Special trains from State Governments or their authorised representatives. Mr Goyal informed that Railways did not collect any fare directly from passengers.

Prime Minister Narendra Modi will dedicate the historic Kosi Rail Mahasetu (mega bridge) to the nation through video-conference tomorrow. The dedication of the Kosi Rail Mahasetu is a watershed moment in the history of Bihar and the entire region connecting to the North East.

The Kosi Rail Mahasetu is 1.9 KM long and its construction cost is 516 Crore rupees. The project was completed during the COVID-pandemic where the migrant labour also participated. The dedication of this project will fulfil the 86 year old dream.

Apart from this, the Prime Minister will also inaugurate 12 rail projects related to passenger facilities for the benefit of the Bihar.

Government has allowed RT-PCR testing at the entry of airport on pilot basis to facilitate the transfer of international passengers. Civil Aviation Minister Hardeep Singh Puri said this in a written reply in Rajya Sabha. According to the guidelines, airport operator will create sample collection cum waiting lounge facility for RT-PCR testing. The operator will provide option to the passengers to either stay at the waiting lounge awaiting the test results or to proceed to designated hotel, to isolate themselves till the test results are available. Passport of the passenger will be retained by the State authority at the Sample Collection cum Waiting Lounge till the test results are available. If the test result is negative, passenger will be permitted to exit the Waiting Lounge and proceed to the Departures to catch the connecting flight. However, if the result is positive, the passenger will be processed in line with applicable ICMR protocols by the State authorities.

The country has registered the highest single day COVID-19 recoveries of 82 thousand 961 people. The Health Ministry said yesterday, the recovery rate of COVID-19 has further improved to 78.53 per cent. The total number of recoveries has reached to over 39 lakh 42 thousand. Maharashtra alone has contributed about 23.41 per cent of the total new recoveries today. 27 States and Union Territories are reporting recovery rate more than 70 per cent.

In the last 24 hours, more than 90 thousand new cases were reported in the country. With more than 20 thousand new cases in the last 24 hours, Maharashtra is leading the tally. Currently, India’s Case Fatality Rate is at 1.63 per cent.

In Bihar, COVID-19 recovery rate has improved to 91.16 per cent. Active cases in the state is regularly decreasing. At present, 13 thousand 526 patients are undergoing treatment in various hospitals. Positivity rate in the state has decreased to 1.41 per cent. 1,724 patients recovered during the past 24 hours. The total number of tests has crossed over 52 lakh in the state.

The Gujarat government has reduced the charges of RT-PCR test for Covid-19 in private laboratories. RT-PCR test will now cost 1,500 rupees in private laboratories instead of the existing 2,500 rupees. Charges will be 2,000 rupees if the sample is collected from home. Our correspondent reports, the new reduced charges comes into effective today.

“Gujarat has reported record 1364 new cases of Covid19 during the last 24 hours . The total cases in the state have gone up to 1 lakh 17 thousand 709. With recovery of 1447 patients yesterday, the recovery rate has further improved and reached upto 83.39 percent. Total 98,156 patients have been recovered in the state till now. More than 35 lakh 23 thousand tests have been carried out in the state till date, out of which 85153 tests were carried out yesterday. Odisha reported the highest single day spike of 4270 covid-19 cases along with the highest single day recovery of 4121 persons yesterday.

“While none of the 30 districts of the state is immune to the infection, it is Khordha district which has been topping the state’s covid-19 tally since long. The district reported a high of 876 cases yesterday, with the Bhubaneswar Municipal Corporation area within its jurisdiction contributing as many as 362 cases. As of now, the capital city alone owns up more than 60% of the cumulative caseload of the district which has crossed 28 thousand. Second in line of covid-19 fire is Cuttack which reported 374 cases yesterday. Worrying over the daily inflation of infection in the Cuttack-Bhubaneswar Commissionerate area, the state chief minister has asked the Director General of Police to ensure strict compliance of covid-19 containment measures in the twin cities. Trump Administration has unveiled its COVID-19 vaccine delivery plan which entails administering the drug to all US citizens free of charge. US government believes a COVID-19 vaccine will be available as soon as January and the distribution plans are outlined in two documents released by the US Department of Health and Human Services and the US Department of Defence. The Trump Administration plans on delivering a ‘safe and effective’ COVID-19 vaccine to multiple sites with no cost for the providers and no out of pocket charge for the recipient.

In a statement, US Department of Health and Human Services Secretary Alex Azar said that there may be limited availability of the vaccine in the initial stages and in such an event, front line workers and essential workers will be given priority.

The European Commission President Ursula von der Leyen has said that the bloc should significantly increase its emissions-cutting targets. In her first speech on the state of the EU, Ursula von der Leyen, said the EU should significantly toughen its emissions-cutting target to at least 55% by 2030. She suggested that 30% of the bloc’s €750 billion coronavirus recovery package should be raised through green bonds. The EU agreed the stimulus plan in July that will allow the European Commission to raise billions of euros on the global financial markets. Meanwhile, campaigners say 55% is not enough to hit the EU’s longer-term goal of climate neutrality by 2050.

We are trying to bring this amendment in order to protect the depositors who in the last two years honourable members sir through you I wish to say would know that depositors in some unfortunate situations in banks or co-operative societies which are operating as banks, are put to hardships either because these banks have fallen into bad debts requiring therefore, the regulator to bring a moratorium or to solve the problem seems to consume all the time.

Ms. Sitharaman said that the current pandemic has adversely affected the financial health of co-operative banks. She informed that the financial health of 277 urban co-operative banks is in a poor condition. The Finance Minister added that out of these, 105 co-operative banks are unable to maintain even minimum regulatory balance whereas 47 have reported negative net worth. She said the amendments to section 3, 45 and 56 of the Banking Regulation Act, 1949, proposed in the current bill seeks to bring parity in terms of rules and regulations in co-operative banks as applicable in the commercial banks. The bill also enables the Reserve Bank of India (RBI) to make a scheme for reconstruction or amalgamation of co-operative banks to secure its proper management, and in the interest of depositors.

Allaying the apprehensions echoed by few members in the Lok Sabha regarding cooperative societies providing long term capitals for agriculture development and primary agricultural credit societies, the Minister said that the bill does not include them under its ambit. Congress, CPM and TMC members opposed the bill terming it as being against the federal structure of the country.

The Minister in her reply said that the bill pertains to a subject in the Union list and therefore did not require consultation with states, which she said, is only mandated for subjects in the concurrent list.

Commerce and Industry Minister Piyush Goyal today said, the government is working on setting up a single window system for clearances and approvals of industry. In a written reply to the Lok Sabha, Mr Goyal said, despite the presence of several IT platforms for investing in India such as in departments of the central government, and state single window clearances, investors have to visit multiple platforms to gather information and obtain clearances from different stakeholders. He also said the cell is being planned as a one-stop digital platform to obtain all requisite central and state clearances and approvals to start business operations in the country.

The Government has decided for release of advance grant to implementing agencies to run and maintain old age homes in view of ongoing covid Pandemic. Minister of State for Social Justice and Empowerment Rattan Lal Kataria said this in a written reply in Rajya Sabha today. He said, a total of over 83 crore rupees has already been released to the implementing agencies during 2020-21, till date.

Parliament has passed the Institute of Teaching and Research in Ayurveda Bill, 2020 with Rajya Sabha approving it today. The Lok Sabha has already passed the bill. The bill seeks to establish an Institute of Teaching and Research in Ayurveda and declare it an Institute of National importance.

The bill also has the provision to merge three Ayurveda institutes situated at Jamnagar in Gujarat into one. The institutes are, the Institute of Post-Graduate Teaching and Research in Ayurveda, Shree Gulabkunverba Ayurved Mahavidyalaya and the Indian Institute of Ayurvedic Pharmaceutical Sciences. The proposed Institute will be situated in the campus of Gujarat Ayurved University at Jamnagar.

Replying to discussion, Health and Family Welfare Minister Dr. Harsh Vardhan said, the government is committed to promote the ancient medicine system including Ayurveda. He said, Ayush Ministry has initiated the process to give deemed university status to all its national institutes.

Ayurveda and the Indian systems of medicines are concerned, this government is in full sync with the sentiments of the Upper House. The Ministry of Ayush has already initiated steps to grant deemed university status under de-novo category to all national institutes in the country under its control. The proposals are being submitted to the Ministry of Education & UGC.

Terrorist incidents in Jammu and Kashmir have reduced significantly after the revocation of Article 370 from the newly carved Union Territory. This was stated by the Minister of State for Home Affairs G. Kishan Reddy in a written reply in the Rajya Sabha today. He said, no major terror attack took place in the hinterland of the country from 5th of August 2019 to 9th of September 2020.

The Minister informed that a total number of 455 terrorist incidents have been reported in Jammu and Kashmir within 402 days prior to revocation of Article 370. He said, a total number of 211 terrorist incidents have been reported between 5th August 2019 to 9th September 2020.

Mr. Reddy said that the government has adopted a policy of zero tolerance towards terrorism. He added that various measures have been taken by the government for strengthening the security apparatus and strict enforcement of law to effectively deal with the challenges posed by the terrorist organizations.

Reserve Bank of India Governor Shaktikanta Das today assured the industry that the Central Bank will take all necessary measures to ensure liquidity in the system and promote economic growth.

Delivering a key-note address to the members of Federation of Indian Chambers of Commerce and Industry ( FICCI ) at a webinar, Mr Das said, the economic recovery has not fully entrenched.

The recoveries however not yet fully etrenched and moreover in some sectors the uptake which was noticed in June and July they appeared to have levelled off. By all indications the recovery is likely to be gradual as efforts towards re-opening of economy and confronted with rising injection. The RBI stands battle ready and whatever measures are required will be taken up by the RBI.

Mr. Das stressed that the bank investments in commercial papers, bonds, debentures and shares of corporate bodies from April to August 2020 has increased by 5,615 crore rupees.

The Governor also assured the industry that RBI is carefully monitoring the evolving economic scenario and is battle ready to help the industry and businesses to come out of the COVID-19-induced crisis.

The Congress today questioned the measures taken by the government for containing the spread of Corona virus in the country and demanded that compensation must be given to migrant workers and poor who lost their lives during the lockdown. Participating in a discussion in Rajya Sabha on the statement given by Health and Family Welfare Minister Dr. Harsh Vardhan on COVID-19 pandemic, Anand Sharma of Congress said, migrant workers and poor people have to face hardships due to unplanned lockdown. He said, government should inform the house about the rationale behind the sudden announcement of lockdown.

Derek O’Brien of TMC also questioned the government’s move related to the announcement of lockdown without consulting the states. Ravi Prakash Verma of Samajawadi Party, DMK’s Tiruchi Siva, K. Keshav Rao of TRS and RJD’s Manoj Jha also spoke on the situation arising out after the lockdown

Vinay Sahasrabuddhe of BJP listed out the several measures taken by the Central Government to provide relief to common people during lockdown and to protect their health. Prasanna Acharya of BJD and Swapan Dasgupta also participated in the discussion which remained inconclusive.

A total of four thousand 473 fresh cases of COVID-19 were recorded in Delhi today taking the infection tally in the city to over two lakh 30 thousand. Delhi Government has said that over one lakh 94 thousand people affected with Coronavirus have been cured so far.

In Assam, a 100 year old lady was discharged from hospital in Guwahati today after recovering from COVID-19. Health Minister Himanta Biswa Sarma said that a resident of Guwahati based old age home Mai Handique was undergoing treatment at Mahendra Mohan Choudhury hospital in Guwahati. Mr. Sarma said that with the support of doctors and sheer will power she defeated Covid-19.

Prime Minister Narendra Modi will dedicate the historic Kosi Rail Mahasetu (mega bridge) to the nation through video-conference on Friday. The dedication of the Kosi Rail Mahasetu is a watershed moment in the history of Bihar and the entire region connecting to the North East.

India has joined the Djibouti Code of Conduct/Jeddah Amendment, DCOC/JA, as Observer. The move came following the high level meeting of the Djibouti Code of Conduct/ Jeddah Amendment held virtually on 26th of August. DCOC/JA is a grouping on maritime matters comprising 18 member states adjoining the Red Sea, Gulf of Aden, the East Coast of Africa and Island countries in the Indian Ocean Region. India has joined Japan, Norway, the UK and the US as Observers to the DCOC/JA.

The DCOC, established in January 2009, is aimed at repression of piracy and armed robbery against ships in the Western Indian Ocean Region, the Gulf of Aden and the Red Sea. As an observer at the DCOC/JA, India is looking forward to working together with DCOC/JA member states towards coordinating and contributing to enhanced maritime security in the Indian Ocean Region.

Yoshihide Suga has been sworn in as new Prime minister of Japan. Emperor of Japan Naruhito ceremonially endorsed Suga at the Imperial Palace in line with constitutional requirements today. The 71-year-old veteran politician succeeded Shinzo Abe, who resigned due to health issues. Earlier in the day, the head of the main ruling Liberal Democratic Party, Yoshihide Suga was formally elected as new Prime Minister following a vote in the country’s Parliament.

The new Prime Minister has also formed a cabinet retaining Finance Minister Taro Aso, Foreign Minister Toshimitsu Motegi and Environment Minister Shinjiro Koizumi. Of the Cabinet’s 20 members, 15 had ministerial portfolios in the previous administration.

Meanwhile, Health Minister Katsunobu Kato was chosen to succeed Yoshihide Suga as Chief Cabinet Secretary.

NOW HERE IS A REVIEW OF PROCEEDINGS IN PARLIAMENT TODAY, FIRST FROM LOK SABHA.

The Lok Sabha today passed the Banking Regulation (Amendment) Bill, 2020 by voice vote. It replaces the Banking Regulation (Amendment) Ordinance which was promulgated on 26th June this year. Speaking about the Bill, Finance Minister Nirmala Sitharaman said it will help in safeguarding interest of the co-operative bank depositors’ in the country. She also raised the issue of PMC bank and asserted that this bill will protect depositors’ interest in similar situations. Ms. Sitharaman said that the current pandemic has adversely affected the financial health of co-operative banks which were already facing financial crunch. She said that the financial health of 277 urban co-operative banks is in a poor condition. The Finance Minister added that out of these 105 co-operative banks are unable to maintain even minimum regulatory balance whereas 47 have reported negative net worth. She said the amendments to section 3, 45 and 56 of the Banking Regulation Act, 1949, proposed in the current bill seeks to bring parity in terms of rules and regulations in co-operative banks as applicable in the commercial banks. The bill also enables the Reserve Bank of India (RBI) to make a scheme for reconstruction or amalgamation of co-operative banks to secure its proper management, and in the interest of depositors. She allayed the apprehensions echoed by some members regarding cooperative societies providing long term capitals for agriculture development and primary agricultural credit societies.

Jayadev Galla of Telugu Desam Party supported the bill and asked the government to modernise the cooperative banks.

Tejasvi Surya of the BJP hailed the bill, saying it will help depositors many of whom are not members of the cooperative banks. A M Ariff of the CPI-M objected to the proposed law and accused the government of bypassing Parliament by bringing an ordinance.

During the Zero Hour, Adhir Ranjan Chowdhury of the Congress referred to the reported Chinese surveillance of important Indians and urged the Centre to build an impregnable firewall to deal with the digital aggression by the neighbouring country.

Mr. Chowdhury said Beijing has been behind the spread of novel corona virus, physical aggression in Ladakh and now digital aggression. He was referring to a media-report that a Shenzen-based firm with links to the Chinese government, is monitoring over 10,000 Indian individuals and organisations in its global database of foreign targets.

The Congress leader asked if the government is not aware of it and alleged that the national security is being targeted.

Mr. Chowdhury requested IT Minister Ravi Shankar Prasad to build an impregnable firewall to resist what he described as the menacing syndrome. His party colleague Suresh Kodikunnil also raised the issue.

Bhartruhari Mahtab of the Biju Janata Dal demanded raising of royalty on minerals as it would help states to increase revenue.

Pratima Mondal of the Trinamool Congress raised the issue of what she said the heartless reporting on the death of Sushant Singh Rajput and sought government guidelines for the media to report on suicide cases.

Raising the matter in the Zero Hour, she said many countries have their own rules for the media for covering suicide cases or they follow WHO guidelines. She said the Centre should also come out with a national suicide helpline number.

As Lok Sabha proceedings began in the afternoon, Speaker Om Birla asked Parliamentary Affairs Minister to ensure that his Ministerial colleagues be present in the House when papers listed against their names are tabled.

Nishikant Dubey of the BJP spoke about, what he said, the Constitutional crisis in Jharkhand, accusing the state government of persisting with an acting DGP despite the UPSC and Union Home Ministry speaking against it. He said the Centre should impose President’s Rule in the state if the Jharkhand government does not act as per the advice of the UPSC and Home Ministry. He alleged that heinous crimes have been increasing in the state. Locket Chatterjee of the BJP hit out at the West Bengal government over riots.

Amar Singh of the Congress raised the issue of farmers’ protests against three proposed laws related to the agriculture sector, which have been tabled in Parliament. The government should listen to the farmers, he said.

BJP member Tejasvi Surya targeted the Left Government in Kerala, saying protestors have been subjected to brutal police action. The government in the state has used every public tragedy for its enrichment, he said, and also alleged a link between the Chief Minister and the gold smuggling case there.

NOW REVIEW OF PROCEEDINGS IN RAJYA SABHA.

Parliament gave its seal of approval to the Institute of Teaching and Research in Ayurveda Bill, 2020 with the Rajya Sabha adopting it by voice vote today. The Lok Sabha adopted the same during the Budget Session. Participating in the discussion on the bill, members cutting across party lines, underlined the need for strengthening Ayurveda and the Indian medicine system for the welfare of the people. Several members pleaded with the government for setting up of Ayurveda hospitals in all the states. Some members highlighted the benefits of Homeopathy and Naturopathy while suggesting adequate financial support from the government. P. Bhattacharya of the Congress suggested the setting up of a National Homeopathy Helpline.

Earlier, as soon as the Rajya Sabha met this morning, Chairman M Venkaiah Naidu administered the oath of office and affirmation to Mausam Noor of Trinamool Congress.

In the Zero Hour, Leader of Opposition Ghulam Nabi Azad raised the matter of unemployment in Jammu and Kashmir. He said there has been no tourism, employment opportunities and no economic activities in the Union Territory since its status was downgraded 13 months ago.

Mr Azad said in Jammu and Kashmir, there was a self-help group of unemployed engineers and they had 5 per cent reservation in development works. Nearly 15,000 such engineers used to work through this from 2003, but four days ago the government has ended the self-help groups. Vandana Chavan of the NCP raised the issue of deprivation of a large portion of students in online education during the Covid pandemic. In this regard, she cited the suicide of a Class 10 student in Maharashtra as he did not have a phone. She urged the government to make the basic digital devices available to every student. Samajwadi Party MP Javed Ali Khan raised matter of low prices being given to wheat farmers. Chairman Mr. Naidu asked the government to look into the matter. Digvijay Singh of the Congress raised the matter of the increasing prices of oxygen during the COVID-19 pandemic and its shortage. Dr. Bhagwat Karad of the BJP, in his Zero Hour mention, said the rate of Oxygen cylinder should be uniform and regular supply should be there in the whole country. Nominated Member Swapan Dasgupta raised matter of vandalism at Viswa Bharati University in West Bengal and called for deployment of central forces.

Birendra Prasad Baishya of the Asom Gana Parishad raised the matter of gas leak at Baghjan that led to death of some people and environmental damage while K C Venugopal of the Congress raised the matter of privacy of Indians citing a newspaper report on a Chinese company making a database of 10,000 prominent people. Responding to this, Mr Naidu asked the government to look into the veracity of the matter. Mallikarjun Kharge of the Congress referred to the National Education Policy and said poor children will have a disadvantage when they start school as there is no clear policy on Anganwadi teachers. Pratap Singh Bajwa of the Congress raised the matter of Punjabi language not being included in the list of official languages in Jammu and Kashmir. Balwinder Singh Bhunder of the Shiromani Akali Dal said that Punjabi has been accepted in U.S., Canada, New Zealand but not in Jammu and Kashmir.

Santanu Sen of the Trinamool Congress said Ayurveda institutes in other parts of the country are in poor conditions, but the government is focused on institutes in Gujarat only. Supporting the Bill, BJD MP Prashanta Nanda said that strengthening of Ayurveda will reduce government expenditure on healthcare. Prof. Ram Gopal Yadav of the Samajwadi party questioned the source of the funding for the institutes. M. Shanmugam of the DMK said that the Institute of Teaching and Research in Ayurveda Bill, 2020 will confer the tag of national importance to an institute. V. Vijayasai Reddy of YSR Congress party, supporting the Bill, said it is a part of the education reforms of the government. It will help creating trust and confidence in Ayurveda, he said. Mr. Thambi Durai of AIADMK said that there should be an institute of national importance in every state, not just Gujarat. He said the government has to promote Siddha, Unani and other systems. K.K. Rajesh of CPI(M) said Kerala should have been given an institute of national importance for Ayurveda. Binoy Viswam of CPI said that it is important to preserve the biodiversity and environmental integrity for proper development of Ayurveda. Dr. Subhash Chandra, Independent MP from Haryana, said farmers should be provided financial support to grow more medicinal plants.

Replying to the debate on the Bill, Health Minister said the Jamnagar institute had all the requisites for being declared an institute of national importance. He said right now there are 103 institutes of national importance, but none for Ayurveda.

Later, the Upper House took up discussion on Covid-19 pandemic on the statement made by Health Minister Dr. Harsh Vardhan.

The Parliament has passed
the Institute of Teaching and Research in Ayurveda Bill, 2020 with Rajya
Sabha approving it today. The Lok Sabha has already passed the bill.
The bill seeks to establish an Institute of Teaching and Research in
Ayurveda and declare it an Institute of National importance. The bill
also has the provision to merge three Ayurveda institutes situated in
Jamnagar, Gujarat into one. The institutes are, the Institute of
Post-Graduate Teaching and Research in Ayurveda, Shree Gulabkunverba
Ayurved Mahavidyalaya and the Indian Institute of Ayurvedic
Pharmaceutical Sciences. The proposed Institute will be situated in the
campus of Gujarat Ayurved University, Jamnagar. Replying to discussion,
Health and Family Welfare Minister Dr. Harsh Vardhan said, the
government is committed to promote the ancient medicine system including
Ayurveda. He said, Ayush Ministry has initiated the process to give
deemed university status to all its national institutes.

On members’ questions, why
Jamnagar Institute has been selected for making an institute of
national importance, the Minister said, it has been chosen in an
objective manner as Jamnagar institutes are oldest Ayurveda institutes.
Earlier, participating in the discussion, TMC MP Dr Santunu Sen
questioned the bill saying it is in contradiction of the New Education
Policy. Prof. Ramgopal Yadav of Samajwadi Party demanded the Centre to
provide more assistance to states to ensure better availability of
medicines in the hospitals. While supporting the bill, Prashant Nanda of
BJD said, the world is looking towards India for quality education in
the field of Ayurveda.

Terrorist incidents in
Jammu and Kashmir have reduced significantly after the revocation of
Article 370 from the newly carved Union Territory. This was stated by
the Minister of State for Home Affairs in G. Kishan Reddy in a written
reply in the Rajya Sabha today. He said, no major terror attack took
place in the hinterland of the country from 5th of August 2019 to 9th of
September 2020.

The Minister informed that
a total number of 455 terrorist related incidents have been reported
in Jammu and Kashmir within 402 days prior to revocation of Article 370.
He said, a total number of 211 terrorist incidents have been reported
between 5th August 2019 to 9th September 2020.

The minister said that
the government has adopted a policy of zero tolerance towards terrorism.
He added that various measures have been taken by the government for
strengthening the security apparatus and strict enforcement of law to
effectively deal with the challenges posed by the terrorist
organizations.

The infiltration attempts
by the Pakistani terrorists in Jammu and Kashmir have come down in the
last two and half years. In a written reply in the Rajya Sabha today,
Minister of State for Home Affairs G. Kishan Reddy informed that a total
number of 143 infiltrations occurred in the year 2018 and 141
infiltrations in the year 2019. In this year till July, 48 infiltrations
happened in Jammu and Kashmir. The Minister informed that a total
number of 257 terrorists in the year 2018 and 157 terrorists in the year
2019 were killed in J&K. This year, 168 terrorists have been killed
in the Union Territory till 9th of September.

The Union Government is considering a revision in the limit of creamy layer for Other Backward Classes, OBCs.

In a written reply in the
Rajya Sabha today, Minister of State for Social Justice and Empowerment
Krishan Pal Gurjar said the modalities of revised limit are under
examination of the government. He was responding to a question wherein
it was asked whether the government has prepared a proposal to increase
the creamy layer limit of OBCs to 12 lakh rupees.

Congress today questioned
the government’s measures taken for containing the spread of Corona
virus in the country and demanded that compensation must be given to
migrant workers and poor who lost their lives during the lockdown.
Participating in a discussion in Rajya Sabha on the statement given by
Health and Family Welfare Minister Dr. Harsh Vardhan on COVID-19
pandemic, Anand Sharma of Congress said, migrant workers and poor people
have to face hardships due to unplanned lockdown. He said, government
should inform the house about the rationale behind the sudden
announcement of lockdown.

Derek O’Brien of TMC also
questioned the government’s move related to the announcement of lockdown
without consulting the states. He also criticized the government for
suspension of MPLAD funds during this crisis situation. He urged the
Centre to work with the State Governments to control the COVID-19
situation. Ravi Prakash Verma of Samajawadi Party also raised fingers on
government’s steps related to lockdown. Tiruchi Siva of DMK said that
50 lakh people have been affected in India from Corona virus and
post-lockdown, the situation has worsened in the country. K. Keshav Rao
of TRS asked the Centre to take states into confidence to tackle the
situation arising out after the lockdown. Elamaram Karim of CPI (M) also
expressed his views while questioning the Central government. Manoj Jha
of RJD also talked about lockdown and criticized the government’s
policies.

Vinay Sahasrabuddhe of BJP
listed out the several measures taken by the Central Government to
provide relief to common people during lockdown and to protect their
health. He questioned the preparedness of the Maharashtra Government
alleging that the State Government has not been able to provide proper
health facilities to people during the COVID-19 pandemic. Mr.
Sahasrabuddhe talked about the several government measures like Pradhan
Mantri Garib Kalyan Yojana, Atmanirbhar Bharat and other welfare
initiatives which provided relief to people across the country. RCP
Singh of JD (U) objected to the use of word migrant and demanded that it
should be immediately stopped as everyone is Indian. Prasanna Acharya
of BJD and Swapan Dasgupta also participated in the discussion which
remained inconclusive. Rajya Sabha has been adjourned for the day.

Labour Minister Santosh
Gangwar today said a number of unprecedented steps have been taken by
the Centre for labour welfare and employment including for migrant
workers across India during COVID-19 pandemic. Labour is in the
concurrent list and therefore, both State and Central Governments can
legislate on the issues. Further, most of the Central Labour Acts
including the Migrant Labour Act is being implemented exclusively by the
State Government. As per the provisions of the Migrant Labour Act, the
registration of the migrant workers is to be done by the respective
State Governments and the data has to be maintained by the State
Governments. However, in the unprecedented scenario of COVID-19, Labour
Ministry took the initiatives to collect the data of migrant workers who
are going to their home states during lockdown. On the basis of
information collected from various State Governments, around one crore
migrant workers have gone back to their source State during COVID-19.
Labour Minister further added that various initiatives were taken for
the welfare of migrant workers during lockdown. Immediately after the
lockdown, directions were sent from the Ministry to all the State
Governments and UTs instructing them to provide financial assistance to
construction workers from Building and Other Construction Workers’ Cess
Fund. It is estimated that the highest proportion of migrant workers are
construction workers. Till date, about two crore migrant workers have
been provided 5,000 crores directly in their bank accounts from Building
and Other Construction Workers’ Cess Fund being maintained by various
states.

The recovery rate of
COVID-19 has further improved to 78.53 per cent. In all, 82 thousand 961
COVID patients had recovered and were discharged during the last 24
hours. The Health Ministry said, the total number of recoveries has
reached 39 lakh 42 thousand and 360. It said, the constant increase in
recoveries ensured that the actual caseload of the country is reduced
and currently comprises only 19.84 per cent of the total positive cases.
Currently, India’s Case Fatality Rate is at 1.63 per cent. The total
number of positive cases has now reached 50 lakh 20 thousand 359.
Presently, the total number of active cases in the country is nine lakh
95 thousand and 933. In the last 24 hours, 1,290 deaths were reported
taking the toll to 82 thousand 66. In all, 11 lakh 16 thousand 842 tests
were conducted during the last 24 hours. So far over five crore 94 lakh
tests have been conducted across the country.

In Bihar, COVID-19
recovery rate has improved to 91 per cent which is 13 per cent more
than national average. Active cases in the state is regularly
decreasing. At present, 13 thousand 731 patients are undergoing
treatment in various hospitals of the state. Positivity rate has also
decreased to 1.46 per cent. Out of one lakh 61 thousand 101 positive
cases, one lakh 46 thousand 533 patients have been recovered from the
infection in the state so far. Casualities due to Corona have gone up to
836. No deaths were reported from the two dedicated hospitals NMCH and
AIIMS, Patna in last 24 hours. The total number of testings has crossed
50 lakh 94 thousand in the state. The Centre has alloted 113 crore
rupees to Bihar under for COVID management under National Health
Mission.

In Himachal Pradesh, the
state cabinet has decided to allow people to enter or exit the state
without E- COVID registration. However, in the wake of rising COVID 19
cases and related fatality, it has been decided not to resume the
inter-state movement of public transport buses.

“The state
government has decided that there would be no requirement for online
registration before entering or exit the state from today onwards,
anyone could enter the state without registration however the interstate
movement of buses remain suspended till further orders. Meanwhile,
Himachal Pradesh recorded eight more deaths due to COVID19, pushing the
death toll to 88. These fatalities were reported from Mandi, Una,
Kangra, Shimla and solan districts. On the other hand, 419 fresh cases
were reported during the last 24 hours, taking the state COVID tally to
10,335. The number of active cases in the state has gone up to 3,801.

Minister Uddhav Thackeray has called upon the Sarpanch of every village
to take lead in effective implementation of ‘My Family, My
Responsibility’ initiative so as to contain the second wave of infection
well in time, if it hits the state. The Chief Minister along with
Deputy Chief Minister Ajit Pawar and other senior Ministers held a
meeting with as many as 28,000 Sarpanchs of the state via web.

this campaign a people’s movement, chief minister Thackeray said the
government has been fighting this virus for six months, but now time has
come that every person in the state should do his bit to control the
spread of disease. So, this management has to be done at micro level and
so all sarpanchs should take responsibility of their villages. They
should ensure all protocols are followed and those violating are fined.

In Karnataka, State Home
Minister Basavaraj Bommai has tested positive for COVID-19. Informing
this in a tweet, the Minister has said that he is asymptomatic and will
be under home quarantine. He has asked those who were in contact with
him to take the COVID test. Meanwhile Chief Minister B. S. Yediyurappa
has informed that the state has benefitted from Prime Minister’s
Atmanirbhar Bharat package.

Speaking at a meeting
organized by the Cooperative sector, the Chief Minister said that the
state has received 4,525 crore rupees from Centre to strengthen farmers

The COVID surge in the
state remains at the peak. Yesterday, 68,365 Covid tests were

Telangana reported 2273
fresh COVID -19 cases during the last 24 hours taking the number of
cases reported so far in the state to one lakh 62 thousand 844. The
state has conducted over 55 thousand tests yesterday. The recovery rate
has also improved slightly to 80.71 per cent with 2260 more people
recovering yesterday. This took the number of recovered people so far in
the state to 1 lakh 31 thousand 447.

role” in manufacturing COVID-19 vaccine and allow it to supply to the
other developing countries will be a critical part in containing the
pandemic globally. He said the world is looking to India for large scale
production of COVID-19 vaccine once it is rolled out. In an exclusive
interview to a news agency, Gates, whose foundation is focusing on
fighting the pandemic, called it the next biggest thing the world has
been confronted with after the World War. Scientists and pharmaceutical
companies globally are racing against time to find a vaccine for the
coronavirus pandemic which has killed about 9,32,000 people and infected
around 24 million. Some of the vaccine candidates have entered the
third and final phase of testing. Gates said India will be helping to
make sure there is equity. In a telephonic interview, the Microsoft
co-founder talked extensively about India’s strength in production of
vaccines and referred to companies like Serum Institute, Bio E and
Bharat Biotech.

Gates also said that his
foundation is having great discussions with India’s NITI-Aayog, adding
the ICMR is looking at the regulatory aspects of the COVID-19 vaccines.

Reserve Bank of India
Governor Shaktikanta Das today assured the industry that the Central
Bank will take all necessary measures to ensure liquidity in the system
and promote economic growth. Delivering a key-note address to the
members of Federation of Indian Chambers of Commerce and Industry (
FICCI ) at a webinar, he said, the economic recovery has not fully
entrenched. He said, the recovery is likely to be gradual as efforts
towards reopening of the economy are confronted with increasing
infections. Mr. Das said, financial market conditions in India have
significantly eased across segments in response to front-loaded cut in
policy repo rate by the RBI. He underlined that the bank investments in
commercial papers, bonds, debentures and shares of corporate bodies from
April to August 2020 has increased by 5,615 crore rupees. In his
address, Mr Das spoke about the initiatives taken by the Central Bank to
ease the liquidity situation and make available funds to the businesses
impacted by the pandemic and subsequent lockdowns.

Punjab Chief Minister
Captain Amarinder Sngh has said the State Congress will challenge the
Essential Commodities (Amendment) Act, 2020 in the court, which was
passed in the Lok Sabha yesterday. He alleged, the government has
imposed a Central law on a state subject, thus eroding the federal
structure of the country. Asserting that he will not allow the interests
of the farmers to be compromised, Captain Amarinder said, the enactment
of the legislation is clearly a step towards abolition of the MSP
regime.He said, the legislation talks of encouraging competition among

are only competing with themselves for survival, be able to compete
with rival big corporates for protecting their interests.

Promotion of Industry and Internal Trade issued a notification today,
extending the date of implementation of Toys (Quality Control) Order,
2020 as 1st January 2021 in place of 1st September 2020. This decision

Prakash Javadekar today held discussions with Union Ministers Hardeep

Javadekar said, he has been using an e-car for a year now. He said,
under FAME India Scheme Phase-II, the government has sanctioned 2,636
e-vehicles charging stations amounting to 500 crore rupees in 62 cities

Bilateral Defence Cooperation, the 10th Defence Technology and Trade
Initiative, DTTI Group Meeting was held virtually yesterday. The meeting
was co-chaired by Raj Kumar, Secretary, Defence Production, Defence
Ministry and Ellen M. Lord, Under Secretary of Defence for Acquisition
and Sustainment, from the US Department of Defence. DTTI Group Meetings
are normally held twice a year, alternating between India and the United
States. This time, meeting was held virtually on account of COVID
pandemic. The aim of the DTTI Group is to bring sustained leadership
focus to the bilateral defense trade relationship and create
opportunities for co-production and co-development of defence equipment.
Four Joint Working Groups focused on land, naval, air, and aircraft
carrier technologies have been established under DTTI to promote
mutually agreed projects within their domains. The groups reported to
the co-chairs on the ongoing activities and collaborative opportunities
including a number of near-term projects targeted for completion on
priority.

classical dance, art, architecture and art history, Dr Kapila Vatsyayan
passed away this morning. She was 91. Dr. Vatsyayan was a former Member
of Parliament and also served as Secretary to the Government in the

of a large number of national institutions of higher education.

Dr Vatsyayan served as the
founding Director of the Indira Gandhi National Centre for the Arts.

In Rajasthan, nine people
died while some people went missing after a boat drowned in Chambal
river in Kauthali area of Kota district. Police Superintendent of Kota
Rural Sharad Chaudhary told AIR that the mishap took place under
Khatauli Police Station when about 40 people were crossing the river in a
boat to visit Kamleshwar Mahadev temple in adjoining Bundi district.
The boat overturned after running some distance. He told that relief and

Defence Minister Rajnath Singh yesterday asserted that India remains committed to resolving the
current issues in its border areas through peaceful dialogue and
consultations. Mr Singh said, India believes that mutual respect and
mutual sensitivity are the basis for peaceful relations with neighbours.
Making a statement in the Lok Sabha on the LAC situation, the Defence
Minister said, India wants to resolve the current situation through
dialogue. He said, India has been continuously maintaining diplomatic
and military engagement with the Chinese side. Mr Singh informed the
House that India is taking a stand on three key principles. He mentioned
that both sides should strictly respect the Line of Actual Control and
asserted that any attempt to unilaterally alter the status quo will not
be acceptable. Mr Singh also said, that all agreements and
understandings between India and China should be fully abided by in
their entirety.

The Defence Minister urged the House to pass a resolution in support of the Armed forces, who he said, have
been defending our motherland at great heights and in the most
inclement weather conditions. He said, China continues to be in illegal
occupation of approximately 38,000 sq. kms in Ladakh. Mr Singh said, under
the so-called Sino-Pakistan ‘Boundary Agreement’ of 1963, Pakistan
illegally ceded 5,180 sq. km. of Indian territory in Pakistan Occupied
Kashmir to China. The Defence Minister said, India had situations of
prolonged stand-offs in border areas with China in the past as well,
which he said, were resolved peacefully. Mr Singh said, even
though the situation this year is very different both in terms of the
scale of troops involved and the number of friction points, India
remains committed to peaceful resolution. He said, violent conduct of
Chinese troops along the LAC is a violation of all past agreements.

The Defence Minister said
though China has mobilised a huge number of Army battalions and
armaments along the LAC, the Indian Army is ready to deal with any situation along border.

Congress MPs staged a walkout from Lok Sabha demanding discussion on India-China border issue.

India has said the
Pakistani NSA deliberately projected a fictitious map that Pakistan has
recently been propagating at the meeting of the National Security
Advisers of member states of the Shanghai Cooperation Organization
(SCO). In response to questions on yesterday’s meeting of NSAs of SCO
member states, External Affairs Ministry spokesperson Anurag Srivastava
said this was in blatant disregard to the advisory by the host Russia
against it and in violation of the norms of the meeting. He said, the
Indian side left the meeting in protest at that juncture after
consultation with the host. Mr Srivastava said, as expected, Pakistan
then went on to present a misleading view of this meeting.

Government sources said,
that Pakistan’s use of a fictitious map as a backdrop for its
representative depicting sovereign Indian territories as part of
Pakistan is a blatant violation of the SCO Charter and against all its
established norms of safeguarding the sovereignty and territorial
integrity of SCO Member States.

The Pradhan Mantri Garib
Kalyan Package Insurance Scheme for Health Workers Fighting COVID-19 has
been extended for another six months. It was announced on 30th March
this year for a period of 90 days and it was extended for a further
period of 90 days up to 25th September. The scheme has now been extended
for another 180 days.

This Central Sector Scheme
provides an insurance cover of 50 lakh rupees to healthcare providers,
including community health workers, who may have to be in direct contact
and care of COVID-19 patients and therefore at risk of being infected.
It also includes accidental loss of life on account of contracting
COVID-19.

In Bihar 29 people lost their lives and 11 injured in Lightning and rain related incidents during the past 24 hours.

Highest casualties of 05
were reported from Kaimur district followed by three each in
Bhojpur,Gopalganj and Rohtash districts . Remaining 15 casualities were
reported from 10 other districts. The injured are being treated at local
hospitals.

“Most of the
victims were working in agricultural fields when the lightning struck.
Among the casualities, two are Children and a woman. Governor Phagu
Chauhan and Chief Minister Nitish Kumar have expressed grief over the
loss of lives. The Chief Minister has announced an ex-gratia of four
lakh rupees each, to the next of the kin of the deceased. He has also
ordered free treatment to the injured. Met Department has advised people
to remain , as more rain and lightning is expected during next 24 hours
in different parts of state. People have been advised to remain indoors

The Government has said
that the period of lockdown helped the nation create required
additional health infrastructure in the country. In its written reply to
a question asked in Lok Sabha yesterday, Home Ministry said that as per
an estimation the decision of lockdown prevented 14 to 29 lakh COVID
cases and 37 to 78 thousand deaths in the country by slowing down the
spread of the pandemic. It said, during the lockdown period, dedicated
isolation beds recorded an increase of 22 times and dedicated ICU beds
above 14 times to what existed in March 2020.

The recovery rate among
COVID-19 patients has reached 78.28 per cent. In all, 79 thousand 292
COVID patients recovered and were discharged from the hospitals in the
last 24 hours. The Health Ministry said, that the total number of
recoveries has reached 38 lakh 59 thousand and 399. It said, the
constant increase in recoveries ensured that the actual caseload of the
country is reduced and currently comprises only 20.08 per cent of the
total positive cases. Effective implementation of ‘Test,Track and Treat’
approach has led to higher recoveries and lower fatality. Currently,
India’s Case Fatality Rate is at 1.64 per cent.

The total number of positive cases has now reached 49 lakh 30 thousand 236.

Presently, the total
number of active cases in the country is 9 lakh 90 thousand and 61. In
the last 24 hours, 1,054 deaths have been reported taking the toll to 80
thousand 776. In the last 24 hours, 10 lakh 72 thousand and 845 tests
were conducted. So far over five crore 83 lakh tests have been conducted across the country.

The Health Ministry has
said, that there is no shortage of oxygen cylinders in the country.
Briefing media in New Delhi, Union Health Secretary Rajesh Bhushan said,
as of now the capacity for production of oxygen is slightly more than 6
thousand 9 hundred metric tonne. Replying to a media query, Mr Bhushan
said, that each state needs to ensure proper inventory management so
that oxygen can be replenished in time. The Ministry said, over 38.5
lakh patients in the country have recovered from COVID-19 so far and the
rate of recovery on day to day basis is showing an increase. Director
General of Indian Coucil of Medical Research Dr Balram Bhargava said,
that three vaccines are at clinical trial stage in India.

The Health Ministry has
said that RT-PCR and Rapid Antigen Test (RAT) capacities have been
substantially scaled up in all States. In a tweet, the Ministry said
that everyday on an average more than 9.5 lakh samples are tested by
government labs and more than 1.2 lakh samples in private labs. It
said, at this rate, India is slated to overtake USA in testing. The
Ministry said, while the number of daily tests has increased as an
integral part of Chase the Virus strategy, States have been advised that
all symptomatic negatives of Rapid Antigen Tests are mandatorily
subjected to RT-PCR.

A total of 4,263 fresh
cases of COVID-19 were recorded in Delhi yesterday taking the infection
tally in the city to over two lakh 25 thousand.

Delhi Government has confirmed that over one lakh 91 thousand people affected with Coronavirus have been cured so far.

In the last 24 hours,
three thousand 81 people recovered and 36 deaths were reported in the
National Capital taking the toll to four thousand 806. Presently, the
total number of active cases in the national capital is 29 thousand 787.

The Brihanmumbai Municipal
Corporation (BMC) yesterday launched My Family My Responsibility’
campaign in Mumbai for spreading more awareness about coronavirus. It is
part of a state wide campaign of the Maharashtra government to stop the
spread of COVID19 virus. The civic body aims to reach 40 lakh
households in the city under the campaign appealing people to cooperate
with the teams visiting them.

“The Municipal
Corporation of Greater Mumbai would be deploying 5,000 teams, each team
comprising a civic health department personnel and two volunteers, one
male and one female, for the door to door campaign across the city.
Every team will get in touch with atleast 50 families daily. 15,000
persons are being trained by the Health department of MCGM to carry out
this mission. The teams will check body temperature of each member of
the household and oxygen saturation level. If any person is found to
have COVID-19 symptoms, he or she will be admitted to a nearby hospital.
The teams will also distribute leaflets providing information about
COVID-19 and tell people about the precautions to be taken to avoid
contracting the virus. The Information gathered during this campaign
will be uploaded on an android based app, so that it comes in handy for
future use of effective implementation of the programme. SONALI

In Gujarat, record 1349
new cases of Covid19 were reported during the last 24 hours. AIR
Ahmedabad correspondent reports that the total cases in the state have
gone up to 1 lakh 16 thousand 345.

“More than 34
lakh 38 thousand tests have been carried out in the state till date, out
of which 78182 tests were carried out yesterday. Out of 1349 new cases,
the maximum 277 new cases reported from Surat. At present 16389 active
cases in the state, out of which 96 patients are on ventilator. At the
other end, 1444 patients recovered yesterday, which is the highest
single day recovery in the state till now. 17 patients have lost their
lives yesterday, taking the total death due to Covid19 in the state up
to 3247. Ahmedabad Municipal corporation has added 8 new areas in the
micro containment zone following detection of new cases.Yogesh Pandya,

In Himachal Pradesh, the
state cabinet has decided to allow people to enter or exit the state
without E COVID registration. However, in the wake of rising COVID 19
cases and related fatality, it has been decided not to resume the
inter-state movement of public transport buses. “The state
government has decided that there would be no requirement for online
registration before entering or exit the state from today onwards,
anyone could enter the state without registration however the interstate
movement of buses remain suspended till further orders. Meanwhile,
Himachal Pradesh recorded eight more deaths due to COVID19, pushing the
death toll to 88. These fatalities were reported from Mandi,Una, Kangra,
Shimla and solan districts. On the other hand, 419 fresh cases were
reported during the last 24 hours, taking the state COVID tally to
10,335. The number of active cases in the state has gone up to 3,801.

Covid-19 cases were reported during the last 24 hours and thereby taking
the total to 4 lakh 75thousand 265. On the other hand 7,406 people
recovered from the disease and discharged from various hospitals in the
State. So far 3 lakh 69 thousand 229 people recovered and as many as
98 thousand 536 active covid patients are taking treatment in various
hospitals across the State. 97 covid patients lost their life and the
total number of fatalities have gone up to 7,481.

Odisha’s Covid-19 recovery
has gone up to One Lakh 25 thousand 738. A record number of 3714
persons were reported cured of covid-19 yesterday as against 3645 fresh
cases. However, the total caseload of the state has further increased
to 1 lakh 58 thousand 650. The state has already conducted a cumulative
total of more than 25 lakh tests so far. The death toll too has
increased to 645.

“Odisha has
emerged as the top three states in the country having lowest case
fatality rate. Chief Minister Naveen Patnaik said that with a covid-19
fatality rate of 42 percent, the state comes after Assam with 32 percent
and Kerala with 40 percent. Meanwhile, the state government has asked
all the the district administrations to strengthen their respective
critical care facilities to scale down the rush to the twin cities of
Bhubaneswar and Cuttack having better healthcare infrastructure. They
have been directed to open more step down ICUs and even to turn to
virtual ICUs with provisions for expert advise from tertiary hospitals

The Tamil Nadu Government
has brought two amendment bills yesterday in the state Assembly relating
to the control of epidemics like Covid-19. They seek to repeal the
ordinances on the subjects promulgated earlier. Meanwhile, the active
Covid-19 caseload in the state has come down further to 46-thousand nine
hundred. The total infection has crossed five lakh 14-thousand while
the recoveries have reached close to four lakh 59-thousand.

“One of the
amendments to the state Public Health Act, 2020 introduced in the
Assembly, aims at enhancing the penalties for violation of epidemic
control regulations. The other one seeks to slap a minimum of one year
jail term if the funeral or burial of a person who died of an epidemic
is prevented by anyone. Meanwhile, the state Deputy Chief Minister
O.Panneerselvam, who holds the finance portfolio told the Assembly that
7,168 crore rupees have been spent on works relating to the pandemic so
far. He also said a significant amount of money has been saved, by way
of freezing the Dearness Allowance, surrender of earned leave and Leave
Travel Concessions to the government staff and a few other austerity

Kerala continues to report
surge in Covid-19 cases as it confirmd 215 positive cases yesterday. 12
more deaths were also confirmed due to Covid taking the death toll in
the state to 466.

Meanwhile, 2,532 recoveries were reported in the state. The total active Covid cases in Kerala rose to 31,156.

The Chief Minister,
Pinarayi Vijayan has reiterated that the Covid-19 situation in the State
is very much under control despite the rising number of cases. Briefing
the media, the Chief Minister said, it is because of vigilance and the
effective preventive measures from the beginning that the State has been
able to control the spread of disease and death in a better way in the

and philanthropist Bill Gates has said India’s willingness to play a
“big role” in manufacturing COVID-19 vaccine and supply it to other
developing countries will be a critical part in containing the pandemic
globally. He said the world is looking to India for large scale
production of COVID-19 vaccine once it is rolled out.

In an exclusive interview
to a news agency, Gates, whose foundation is focusing on fighting the
pandemic, called it the “next biggest thing” the world has been
confronted with after the World War.

Gates said India will be
helping to make sure we have equity. We have a model that shows that
getting the vaccine out to those who need it the most will save half the
lives that you’d lose if you only send it out to the rich countries.

He said the focus should
be to keep the cost of the vaccines low and it should be ensured that
they can be made in very high volume.

Gates also complimented
India’s digital cash transfer scheme. He felt, getting payments through
digital cash transfers, has been a fantastic thing, and obviously, India
has done that at a scale that no other country ever has. Further he
said, the whole Aadhaar digital financial system in India has proven to
be once again a huge asset and it can be extended to all the countries
of the world.

Minister of Commerce and
industry Piyush Goyal has said that double digit growth in exports last
week shows that country is showing rapid recovery.

The Minister said that in
the week from 8th to 14th September, the value of exports is 6.88
billion dollar, up by 10.73 per cent over the same period of the
previous year. Mr Goyal said this while addressing the inaugural session
of CII’s India-UK Annual Conference virtually yesterday. He also called
for aiming for the target of 500 billion US dollar of service exports.,
Mr Goyal said that this is imminently doable. He said, we are all
confident that under Prime Minister Narendra Modi’s leadership, India
will get back to 5 trillion economy target.

In Chhattisgarh, the dog
squad of security forces is also playing an important role in thwarting
the intentions of the Maoists in tribal Bastar division.

These brave dogs of the
state police force and the Central Armed Police Forces have helped to
detect large number of Improvised Explosive Devices- IEDs planted by
Maoists in interior areas during the past years.

“Prime Minister
Narendra Modi, in his recent ‘Mann ki Baat’ programme, had hailed the
role of brave dogs of the security forces, who performed their duties
diligently to protect the country. The Prime Minister had said that
security forces were increasingly inducting indigenous dog breeds into
their squads. In the Maoist-affected Bastar division of Chhattisgarh,
more than eighty dogs of local and foreign breed are serving the
security forces. Inspector General of Police of Bastar Range,
Sundararaj P. said that the dog squad has helped to avert many tragedies
by detecting explosives.

Naxalite activities, the Dog Squad of the security forces has also

violation, PaK Army troops initiated unprovoked and indiscriminate
firing with small arms and heavy mortar shelling along the LoC in
Sunderbani sector of district Rajouri yesterday afternoon in which a
army major and three soldiers were injured. PRO defence, Colonel
Davinder Anand has said the vigilant Indian Army troops, guarding the
fence retaliated befittingly with equal caliber.

Pertinently, this year so
far, 1816 ceasefire violations by PaK army troops and Pakistani Rangers
have been recorded along the LoC and International Border in the
districts close to the LoC and International Border in the Union
Territory of Jammu and Kashmir.

Shinzo Abe and his Cabinet resigned, clearing the way for his successor
to take over after parliamentary confirmation later today.

Yoshihide Suga, was chosen as the new head of the governing Liberal
Democratic Party, virtually guaranteeing his election as prime minister
