    రోజంతా పాఠశాలల సందర్శనతో గడిచిపోయేక, సాయంకాలం ఇంటికి రాగానే అర్జంటుగా చూడవలసిన ఫైళ్ళు చూసేసాక, త్వరత్వరగా ఇంత అన్నం వండుకుని ఏదో ఒక పచ్చడితో గబగబా రాత్రి భోజనం ముగించేసాక, అప్పుడు, టాగోర్ అన్నాడే, నా పనులన్నీ ముగించుకున్నాక, అదీ నిన్ను కలిసే సమయం అని, అప్పుడు తెరిచాను, యూ ట్యూబు,  The Spirit of the Beehive  (1973) చూడటానికి.

    నేను సినిమాలు చూడటం మొదలుపెట్టానని తెలియగానే జయతి ఒక మెసేజి పంపించారు. The Spirit of the Beehive అని. అంతే, అదనంగా మరొక్క మాట కూడా లేదు. మంచి సినిమాలు ఏవైనా చెప్పండి, చూస్తాను అని అప్పుడప్పుడు ఆమెని అడుగుతూ ఉన్నాను. ఆమె వాల్ మీద పరిచయం చేసిన ప్రతి ఒక్క సినిమా మరొక ప్రపంచానికి సంబంధించిన కథ. ఆ సినిమా ఏది చూసినా మనం మరొక లోకంలోకి ప్రయాణించి వస్తామని నాకిప్పటికే అనుభవం. అందుకని అన్నిటికన్నా ముందు ఆమె చెప్పిన ఆ సినిమా చూడాలని కూచున్నాను.

    The Spirit of the Beehive స్పానిష్ సినిమా. బ్రిటి ఫిల్మ్ ఇన్స్టిట్యూట్ జాబితాలో 81 వ స్థానంలో ఉంది. కాని ఆ సినిమాని ఏదో ఒక జాబితాలో చేర్చడం కష్టం. ఏ జాబితాలోనూ మనం ఇమడ్చలేని మనుషులు ఉన్నట్టే కళాకృతులు కూడా ఉంటాయి. అవి కొన్ని ప్రత్యేక చారిత్రిక సందర్భాల్లో కొన్ని ప్రత్యేకకాలాల్లోనూ, ప్రత్యేక సమయాల్లోనూ మాత్రమే ప్రభవిస్తాయి. ‘నాకు తెలిసి, యజ్ఞం లాంటి కథ రెండవ ప్రపంచ యుద్ధానికి ముందు రాసి ఉండటం సాధ్యం కాదు ‘అని రాసాడు కొడవటిగంటి కారాగారి కథని పరిచయం చేస్తూ. ఆ మాట పద్మరాజుగారి ‘గాలివాన ‘కథ గురించి కూడా చెప్పవచ్చు, ఆ కథ రెండవ ప్రపంచ యుద్ధం తరువాత మాత్రమే పుట్టే కథ అని.  The Spirit of the Beehive అట్లాంటి కథ, అట్లాంటి సినిమా. అది స్పానిష్ అంతర్యుద్ధం తరువాత మాత్రమే రాగల సినిమా. అది కూడా అంతర్యుద్ధం జరుగుతుండగానో, జరిగిన వెనువెంటనే పుట్టుకొచ్చే కథ కాదు. ఒక అంతర్యుద్ధం తరువాత, దేశం ఒక నియంతృత్వంలోకి ఇరుక్కొన్నాక, కనీసం ఒకటి రెండు తరాలు ఆ నిర్బంధాన్ని చవిచూసేక, నిర్బంధం ఒక జీవనశైలిగా మారిపోయేక, అప్పుడు కొద్దిగా డేరాలోంచి మొహం బయటకు పెట్టి తమ నిత్యజీవితంలోని భయాందోళనల్ని నేరుగా కాకుండా మరెవరికో చెందిన భయాందోళనలుగా చెప్పుకోడంలాగా పుట్టే కథ అది.

    సాధారణంగా కథల్నీ, నవలల్నీ, సినిమాల్నీ పరిచయం చేసేటప్పుడు సమీక్షకులు ఆ కథాసారంశాన్నో, ఇతివృత్తాన్నో తిరిగి తమ మాటల్లో చెప్పడం రివాజు. కానీ నాకది ఇష్టం కాదు. ఒక కథని ఎవరికి వారు తమకై తాము తమ ఇంద్రియాల్తో సమీపించాలి. తమ అనుభవంగా మార్చుకోవాలి. ఈ సినిమా కూడా అటువంటిదే. 

    కానీ స్థూలంగా ,ఇది,  ఇద్దరు చిన్నపిల్లల కథ. వాళ్ళిద్దరూ ఒకరోజు వాళ్ళ ఊళ్ళో టూరింగు టాకీసులో ఫ్రాంకెన్ స్టెయిన్ సినిమా చూస్తారు. అందులో ఫ్రాంకెన్ స్టెయిన్ చెరువు ఒడ్డున పువ్వుల్తో ఆడుకుంటున్న ఒక పసిపాని చూసే దృశ్యం చూస్తారు. ఆ తరువాతి ఘోరం కూడా చూస్తారు వాళ్ళు. ఆ దృశ్యం ఆ చిన్నారి పిల్ల మనసుమీద బలమైన ముద్ర వేస్తుంది. తాను కూడా తన ఇంట్లో, బళ్ళో, ఊరిబయట, దారిలో, రైలుపట్టాల మీద ప్రతి ఒక్క చోటా ఒక ఫ్రాంకెన్ స్టెయిన్ ని వెతుక్కుంటుంది. ఆమె వెతుక్కున్నట్టే ఆ ఫ్రాంకెన్ స్టెయిన్ ఆమెకి కనిపిస్తాడు. ఆకలితో, గాయపడి, రహస్యంగా తలదాచుకుని కనిపిస్తాడు. ఆమె అతడి ఆకలి తీర్చడానికి ఆహారం తెచ్చి ఇస్తుంది, చలినుంచి కాపాడుకోడానికి తండ్రి కోటు తీసుకువెళ్ళి వెస్తుంది. సపర్య చేస్తుంది. కాని ఆమెకి తెలియదు, తాను ఒక నేరస్థుణ్ణి పలకరిస్తున్నానని, అతడి పట్ల ఆత్మీయత కనపరుస్తున్నానని. అతణ్ణి పోలీసులు వెంటాడతారు, చంపేస్తారు. ఆమెకి అదంతా తెలియదు. మళ్ళా ఊరుబయట రహస్య స్థావరంలో దాక్కున్న అతణ్ణి వెతుక్కుంటుంది. అదంతా తండ్రి కంటపడుతుంది. ఆమె భయంతో ఇంటినుంచి పారిపోతుంది. ఆమెని చివరికి కనుగొంటారు. ఇంటికి తీసుకొస్తారు. కాని ఆమె అస్వస్థతకి లోనవుతుంది. ‘ఆమె పెద్ద అనుభవానికి లోనయ్యింది. నెమ్మదిగా కోలుకుంటుంది, మరేమీ కంగారు పడనవసరం లేదు ‘ అంటాడు వైద్యుడు,

    తేనెపట్టులో జరిగే కల్లోలం అని పేరుపెట్టాడు తన సినిమాకి దర్శకుడు. Spirit  అంటే ఉద్వేగమూ, భూతమూ అని రెండర్థాలూ స్ఫురిస్తాయి. తేనెపట్టులో అసంఖ్యాకమైన తేనెటీగలు నిద్రాహారాలు మానుకుని అహర్నిశం రాణీ ఈగల కోసం శ్రమిస్తూనే ఉంటాయి. ఆ శ్రమలో, ఆ వ్యాపకంలో, ఆ గూడులోపల ఏదో ఒక అర్థంలేని అల్లకల్లోలం. ఎప్పుడు చూసినా ఏదో చెప్పలేని ఉద్వేగం. తన కాలం నాటి స్పెయిన్ లో జీవితం అలా ఉందంటున్నాడు దర్శకుడు. పూర్తి రాజకీయ వ్యంగ్యంతో, రాజకీయ నిరసనతో చిత్రించిన చిత్రం. కానీ ఎక్కడా రాజకీయ దృశ్యాలు కనిపించవు, రాజకీయ వాచకం వినిపించదు. ఒక రాజకీయ రచన చేస్తే ఇలా ఉండాలి అనిపిస్తుంది ఆ చిత్రం చూడటం పూర్తయ్యాక.

    నాకు హారర్ కథలన్నా, సినిమాలన్నా చాలా భయం. చంద్రముఖి సినిమా చూస్తేనే భయపడిపోయిన వాణ్ణి. ఈ సినిమా కథాంశమేమిటో తెలియకుండా చూడటం మొదలుపెట్టాను కానీ, నేనొక హారర్ సినిమా చూస్తున్నానని తెలియడానికి అట్టే సేపు పట్టలేదు. ‘పిడికెడు దుమ్ములో భయోత్పాతాన్ని చూపించగలను’ అన్నాడు కవి. ఇందులో ప్రతి ఒక్క దృశ్యంలోనూ హారర్. చివరికి ఇద్దరు చిన్నపిల్లలు, సురక్షితమైన ఒక ఇంట్లో ఆడుకునే ఆటలో కూడా హారర్. ఒక దేశం మొత్తం నిర్బంధంలోకి జారుకున్నాక, ప్రతి ఇంట్లోనూ, చివరికి పిల్లలాడుకునే గుసగుసలో కూడా  భయోత్పాతం కనవస్తుందని ఎంత నేర్పుగా చెప్పాడు ఆ దర్శకుడు!

    కానీ ఆ సినిమా స్పెయిన్ లో తీసారనీ, స్పానిష్ అంతర్యుద్ధం నేపథ్యంగా అల్లిన కథ అనీ మనకి తెలియకపోయినా కూడా ఆ సినిమా వదిలిపెట్టే ముద్ర ఏమీ పలచన కాదు. అన్నిటికన్నా ముఖ్యం అది ఒక పసిపాప అంతరంగంలోంచి, దృష్టికోణం లోంచి ప్రపంచాన్ని చూపించిన కథ. నేరమూ, శిక్షా, వంచనా, సాంత్వనా అనే ద్వంద్వాలు తెలియని ఒక పసిపాప కళ్ళల్లోంచి ఈ ప్రపంచాన్ని మనం కూడా చూస్తాం. అలా చూస్తున్నంతసేపూ భయంతో వణికిపోతాం. మనం మామూలుగా జీవిస్తున్న జీవితమే ఎంత నేరపూరితమో మనకి తెలియవస్తుంది. మనం పాల్పడుతున్న నేరమేమిటంటారా? సున్నితమైన హృదయాలతో సున్నితంగా స్పందించకపోవడమే!

    జయతి మళ్ళీ నన్ను నిరుత్సాహ పరచలేదు. ఆమె ఏ పొగమంచును నాకు చూపించాలనుకున్నారో అదంతా నేను చూసాను.  అన్నిటికన్నా ముందు, ఆ పురాతన గ్రామం, ఆకుపచ్చని దిగంతం వైపు మెలికలు తిరుగుతూ సాగిపోయే రహదారీ, పత్రహీన పోప్లార్ తరుకాండాలు- ఆ లాండ్ స్కేప్ చూస్తుంటే ఆంటోనియో మచాడో కవిత్వం చదువుతున్నట్టే ఉంది. రాజకీయ నిర్బంధాలూ భయోద్వేగాలూ పక్కన పెట్టి కెమేరా రాసిన కవిత్వం చదవాలనుకునేవాళ్ళు కూడా ఈ సినిమా చూడవచ్చు.

          Lok Sabha has passed the Companies (Amendment) Bill, 2020, which decriminalises a number of technical and filing-related corporate offences. It also allows direct listing of Indian companies on foreign stock exchanges and revokes the criminal provisions added to the Companies Act for violations of provisions of corporate social responsibility rules.

          The bill, which seeks to decriminalise various penal provisions and introduce a new chapter related to producer organisations in the legislation was passed by the Lower House in its late night sitting.

          Speaking on the legislation, Finance Minister Nirmala Sitharaman said decriminalisation of various provisions under the companies law will help small companies by reducing litigation burden on them. She informed that 48 sections of the Companies Act, 2013 will be amended to decriminalise various offences. The Minister asserted that there will, however, be no relaxation for serious offences, including fraud, deceit and those that cause injury to public.

          Ms Sitharaman informed that there will also be a new chapter on producer organisation which will be helpful for farmer producer organisations (FPOs) in the country. For promoting ease of doing business, the Minister said that 17 provisions in the Companies Act, 2013, have also been amended which paves way for easy and user friendly fulfillment of statutory compliances.

          Lok Sabha has also passed the Taxation and Other Laws (Relaxation and Amendment of Certain Provisions) Bill, 2020. The bill aims at providing relaxations related to compliance by extending time limit and waiving penalty in relation to certain specified laws. These laws include the Income Tax Act, 1961 (IT Act), some Finance Acts, the Central Excise Act, 1944, the Customs Act, 1962, and the Prohibition of Benami Property Transactions Act, 1988. Earlier in her reply, Finance Minister Nirmala Sitharaman said the bill will replace the ordinance which was promulgated in March this year. The bill also extends the deadline for filing declaration and due amount under the Vivad Se Vishwas Scheme till 31st December.

          The legislation provides these relaxations in view of spread of the coronavirus pandemic in India. The bill proposes amendment in the IT Act to provide that donations made by a person to the PM CARES Fund will be eligible for 100 per cent deduction in the taxable income.

          Congress, DMK, TMC, RSP members opposed the bill and said that it allows the government to invoke the clause of force majeure retrospectively, which they said will be misused to defer GST payments to State governments. The opposition also raised the issue of the PMCARES fund and asked the government about the reason to create a separate relief fund other than PMNRF.

          Ms Sitharaman in her reply stated that the amendment in the tax related laws is brought about only to provide relief to taxpayers, so that statutory compliances can be met amidst the COVID-19 pandemic.

          Speaking about the PMCARES fund, the Finance Minister said, PMCARES is a registered public trust whereas PMNRF has not been registered till date since its inception in 1948. Ms. Sitharaman informed that PMNRF fund which also has been given tax deduction benefit does not come under the purview of RTI. She informed that both the relief funds are eligible for receiving the benefits under Corporate Social Responsibility (CSR) compliance.

          The Rajya Sabha passed the Insolvency and Bankruptcy Code (Second Amendment) Bill, 2020 yesterday. Finance Minister Nirmala Sitharaman moved the Bill in the house which is an amendment to the Insolvency and Bankruptcy Code 2016 which provides a time-bound process for resolving insolvency in companies and among individuals. It replaces the Insolvency and Bankruptcy Code (Amendment) Ordinance, 2020 promulgated in June this year.

          Insolvency is a situation where individuals or companies are unable to repay their outstanding debt. The Bill seeks to temporarily suspend initiation of the corporate insolvency resolution process, CIRP under the Code. Replying to the discussion, Finance Minister Nirmala Sitharaman said that Insolvency and Bankruptcy is a significant part of the business and it is helping the companies and people to resolve the issues without going to National Company Law Tribunal, NCLT.

          On the employment front, Ms Sitharaman said, 258 companies were rescued under the IBC mechanism.

          The Business Advisory Committee (BAC) of Parliament held a meeting to discuss the legislative business and other issues related to the ongoing Monsoon Session. Lok Sabha Speaker Om Birla presided over the meeting yesterday which was also attended by other BAC members, including Congress leader Adhir Ranjan Chowdhury, BJP MP Jagdambika Pal, BSP MP Ritesh Pandey and Biju Janata Dal MP Pinaki Misra.

          Our correspondent reports that the political parties arrived at a consensus in the meeting to curtail the ongoing Monsoon Session of the Parliament in light of COVID-19 pandemic.

          BJP has issued whip to its Rajya Sabha Members asking them to be present in the House today. Three farm bills are scheduled to come up for consideration and passing in the Upper House. Several Opposition parties are opposing these legislations. However, Prime Minister Narendra Modi has termed the bills as historic and pro-farmer and accused the critics of misleading farmers over the bill. The Lok Sabha has already passed these bills.

          Madhya Pradesh Chief Minister Shivraj Singh Chouhan has said, those opposing Centre’s farm bills were creating confusion by provoking farmers.

          “In a series of tweets, shri Chouhan yesterday said that the bills aimed to make farmers in the country self-reliant and those opposing the bills are just trying to show themselves as farmer friendly while seeing various sections of society as vote banks. Shri Chouhan added that the legislation would give farmers the freedom to fix prices of their produce and break boundaries of states under the one nation, one market concept.

          Principal Secretary to Prime Minister Dr. P. K. Mishra chaired the meeting of the High-Level Task Force constituted to improve the air quality in National Capital Region of Delhi.

          Dr Mishra emphasized that the meeting was called well in advance before the onset of harvesting and winter season to ensure proper precautionary and preventive measures to combat the causes of air pollution are taken well in time.

          A review was carried out of the main sources of air pollution, measures taken and the progress made by the State Governments and various Ministries. It was noted that the incidence of stubble burning has reduced by more than 50 per cent in last two years and the number of Good AQI days have gone up.

          It was observed that after recent inclusion of residue based power or fuel plants under priority sector lending by Reserve Bank of India, both State and Central Governments should jointly work out action plans for rapid deployment of such units. Measures related to diversification of crop and strengthening of supply chains were also discussed.

          The Principal Secretary highlighted the importance of effective implementation of the existing in-situ management of crop residue scheme of Ministry of Agriculture by the States. He emphasized that State Governments should ensure that the new machinery to be deployed in the current year should reach the farmers before the start of the harvesting season. The Ministry of Agriculture was directed to provide all necessary support in this regard.

          To control stubble burning, it was stressed that adequate number of teams should be deployed at ground level and they should ensure that no stubble burning takes place especially in the State of Punjab, Haryana and Uttar Pradesh. These states need to put extra efforts and appropriate incentives especially in the relevant districts.

          The Delhi Government was requested to ensure measures to control local sources of pollution. Dr Mishra emphasized that the envisaged measures should be implemented well before the onset of severe conditions and focus should also be laid on compliance of emission norms by industry in satellite industrial area.

          Prime Minister Narendra Modi will lay the foundation stone of nine highway projects in Bihar through video conferencing tomorrow. These highway projects involve about 350 kilometres road at a cost of four thousand two hundred 58 crore ruppes. Paving the way for development of Bihar, these roads will enhance better connectivity, convenience and economic growth in and around the state. The Movement of people and goods will also improve substantially, especially with the neighbouring states of Uttar Pradesh and Jharkhand.

          The Prime Minister will also inaugurate the Optical Fibre internet services where all the 45 thousand nine hundred 45 villages of Bihar will be connected through Optical Fibre Internet Service. This project will help in easy availabilty of digital services like e-Education, e-Agriculture, Tele-Medicine, Tele-law and other social security schemes to all citizens of Bihar at the click of the button.

          The Health Ministry said, India has overtaken USA and became number one in terms of global COVID-19  recoveries. The constantly increasing recoveries have ensured that the actual caseload of the country is reduced and currently comprises only 19.10 per cent of the total positive cases. Presently, the total number of active cases in the country is 10 lakh 13 thousand. The Ministry said, effective implementation of Centre’s strategic and graded ‘Test-Track and Treat’ approach has led to higher recoveries and lower fatality. Currently, India’s Case Fatality Rate is at 1.61 per cent, which is one of the lowest globally. In the last 24 hours, one thousand 247 deaths were reported taking the toll to 85 thousand 619. India’s COVID-19 tally has crossed 53 lakh with 93 thousand 337 new infections being reported in a day. The top five States with the maximum caseload are Maharashtra, Tamil Nadu, Andhra Pradesh, Karnataka and Uttar Pradesh.

          The country has registered the highest single day recoveries of 95 thousand 880 COVID patients. The Health Ministry said, the recovery rate of COVID-19 has further improved to 79.28 per cent. The total number of recoveries has reached over 42 lakh.

          The Health Ministry today said, India scaled another peak with 12 lakh tests conducted across the country in last 24 hours, which is an all time record high. More than 6.37 crore COVID-19 tests have been conducted till now. It said, higher testing leads to early identification of positive cases, timely and effective treatment and low mortality. The Health Ministry said, while the number of daily tests has increased as integral part of CHASE THE VIRUS strategy, States have been advised that all symptomatic negatives of Rapid Antigen Tests are mandatorily subjected to RT-PCR.

          The Tata Clustered Regularly Interspaced Short Palindromic Repeats, CRISPR test, powered by CSIR-Institute of Genomics and Integrative Biology (IGIB) FELUDA has received regulatory approvals from the Drug Controller General of India for commercial launch. As per the Indian Council of Medical Research guidelines, the test has met high quality benchmarks with 96 per cent sensitivity and 98 per cent specificity for detecting the Novel Corona virus. This test uses an indigenously developed, cutting-edge CRISPR technology for detection of the genomic sequence of SARS-CoV-2 virus. CRISPR is a genome editing technology to diagnosing diseases.

          The Tata CRISPR test is the world’s first diagnostic test to deploy a specially adapted Cas9 protein to successfully detect the virus causing COVID-19. This marks a significant achievement for the Indian scientific community, moving from Research and Development to a high-accuracy, scalable and reliable test in less than 100 days. The Tata CRISPR test achieves accuracy levels of traditional RT-PCR tests, with quicker turnaround time, less expensive equipment and better ease of use. Moreover, CRISPR is a futuristic technology that can also be configured for detection of multiple other pathogens in the future.

          In Bihar, COVID-19 recovery rate has improved to 91.60 percent which is 13 percent more than national average. Active cases in the state is continuously decreasing. Casualities due to Corona has risen to 861. The State Health Minister Mangal Pandey said, everyday over one lakh COVID-19 tests are being conducted.

          Gujarat registered a record 1,432 new Covid19 cases in the past 24 hours. Our correspondent reports, the total number of positive cases in the state have risen to 1 lakh 21 thousand 920.

          With the recovery of 1470 patients yesterday, the recovery rate has further improved and reached upto 84.12 percent. Total 1 lakh 2 thousand 571 patients have recovered in the state till now. More than 37 lakh 39 thousand tests have been carried out in the state till date, out of which 61432 tests were carried out yesterday. At present total active cases in the state are 16054, out of which 97 patients are on ventilator. 16 patients died yesterday taking the total deaths due to Covid19 upto 3305. Meanwhile Ahmedabad municipal corporation has added 16 new areas in the micro containment zone, while clear 21 areas from the list. Yogesh Pandya, AIR News, Ahmedabad”.

          In Tamil Nadu, the total number of recoveries from Covid-19 has risen to 4.81 lakh, which is 89.7 percent while the total number of cases has gone up to 5.36 lakh. Over 83-thousand people were tested during the past 24 hours in the state and 5,569 people were confirmed positive of COVID-19.

          A notable feature in Tamil Nadu is that the active caseload is consistently under 47-thousand for the past many days. The recoveries often outnumber new infections. Nearly 62 lakh people have been tested so far, all using the RT-PCR kits, which are considered the gold standard in Covid testing. More than 80 percent of the patients who required hospitalisation were treated in Government facilities. The state health department is aiming at converting at least fifty percent of the Covid beds in Government hospitals with hi-flow oxygen cannulas, as the experience shows oxygen cannulas are more in demand than ventilators in Covid management.           The Hotel and Restaurant Association of Western India (HRAWI) has urged the Maharashtra government to extend the property tax waiver for six months. The association said that the three-month waiver announced by the Brihanmumbai Municipal Corporation (BMC) should have been granted to all hotels as well as restaurants for a six-month period during which they were asked to remain shut.

          The Hotel and Restaurant Association of Western India said the corona pandemic crises have brought the shutters down of hotels and restaurants establishments. It said the industry is on the verge of collapse, therefore, not just hotels but restaurants are also hoping for complete waiver on taxes or levies for the duration of at least 12 months. It said that the association is thankful to the Maharashtra government and the BMC for considering its plea and showing the industry the much needed solidarity. Association’s President Gurbaxish Singh Kohli said even by the most conservative estimates, it will take nothing less than a year or a year and a half before businesses might see some recovery.           The Special Cell of Delhi Police has arrested a freelance journalist Rajeev Sharma who was found working for Chinese intelligence officers. During the search of the house of him in Pitampura, New Delhi, one laptop, some confidential documents related to Indian Defence departments and some other incriminating documents were recovered and seized. During his police custody remand, one Chinese lady Qing Shi and her Nepalese partner Sher Singh alias Raj Bohra have also been arrested who were found supplying him huge amounts of money routed through Hawala channels for conveying sensitive information to Chinese Intelligence.

           Speaking to media, Deputy Commissioner of Police, Special Cell Sanjeev Kumar Yadav said, Journalist Rajeev Sharma was involved in passing sensitive defence and strategic information to Chinese intelligence officers from 2016 to 2018.

              Home Ministry has asked all the States to ensure free movement of oxygen carrying vehicles without any restriction as medical oxygen is an important pre-requisite for managing moderate and severe COVID-19 cases. In a letter to Chief Secretaries of all states and Union Territories, Home Secretary Ajay Bhalla said it has come to the notice that some states are trying to curb inter-state movement of oxygen supplies from manufacturing units situated in their areas. He said, some states are also mandating manufacturers and suppliers located in the state to restrict their oxygen supplies to the hospitals of the state. Mr Bhalla emphasised that medical oxygen is an essential public health commodity and any impediment in the supply of medical oxygen in the country may critically impact the management of patients suffering from COVID-19 in other parts of the country. He asked the States and Union Territories  to ensure no such restriction is imposed on the movement of medical oxygen between states and transport authorities shall be instructed to accordingly allow free inter-state movement of oxygen carrying vehicles. It is also said that no restrictions shall be imposed on oxygen manufacturers and suppliers to limit the oxygen supplies only to the hospitals of the state in which they are located.

              From zero manufacturers in March this year, as many as 1,100 indigenous manufacturers of PPE kits have been developed by the government till date and most of them are from the MSME sector. In a written reply to the Lok Sabha, Textiles Minister Smriti Irani said, the capacity and production of PPE coveralls for COVID-19 touched a peak of 5 lakh per day in mid-May 2020.

              As on September 13, a total of 1.42 crore PPE kits have been supplied to HLL Lifecare Ltd, the procurement arm of Ministry of Health and Family Welfare, for the use of health professionals in government hospitals.

              Similarly, domestic manufacturers of N-95 masks were encouraged during the lockdown period and as a result, a total of 2.46 crore N-95 masks have been supplied to HLL Lifecare Ltd as on 13th September.

              In a separate reply, the Minister said that from 28th July to 24th August, the exports of PPE coveralls were allowed under quantity restriction limited to 50 lakh per month.

              The Centre has decided to depute a high level Central team to Jammu. The district has reported a rise in the number of new COVID cases in the recent days. The Health Ministry said, the team will interact with the District Collectors and Health Officers of Jammu. It will also visit hospitals in Bakshinagar and Gandhinagar. The team will support the efforts of the state  towards strengthening containment, surveillance, testing and efficient clinical management of the positive cases. The Central team will also guide in effectively managing the challenges related to timely diagnosis and follow up. The total number of confirmed COVID cases in Jammu is nine thousand 428. Of these, three thousand 196 have recovered. There are six thousand 115 Active Cases in the district. Jammu has been reporting doubling time of 15.4 days and the recovery rate is 33.9 per cent.

              The Ministry said, recently a special team had visited the Srinagar valley. The team had reviewed the status of preparedness for COVID management with the District Collectors of the valley.

              The Delhi government has announced that all schools in the national capital will continue to remain closed till October 5 in view of the COVID-19 pandemic. An official order issued by the Directorate of Education said that online teaching and learning activities will continue as usual. The order noted that school principals are authorised to call staff as per requirement for smooth conduct of online classes or any other work.

              Universities and schools across the country have been closed since March 16 when the Centre announced a countrywide classroom shutdown as part of measures to contain the spread of COVID-19. As per the latest guidelines under ‘Unlock’, schools have been allowed to call students from class 9 to 12 to schools on voluntary basis from September 21.

              Delhi Lt Governor Anil Baijal has advised officials and experts to jointly prepare the Blue Print for re-strategizing containment zone policy to reduce positivity and mortality rate.               Uttar Pradesh government is conducting around one lakh fifty thousand Covid tests per day in the state. Yesterday, more than 1.55 lakh tests were conducted in a single day. Chief Minister Yogi Adityanath expressing satisfaction over the record single day tests asked officials to maintain the momentum.

              Presiding over a high-level unlock review meeting yesterday Chief Minister Yogi Adityanath said that the contact tracing is also an important factor in containing Covid-19, hence emphasis should be  given upon. He said  availability of oxygen and essential medicines should be ensured in the Covid hospitals  and there should not face any shortage of these essential medical items.  So far, two lakh 70 thousand 94 Covid-19 patients have been cured in the state  and the rate of recovery from corona has gone up to 78. 79  per cent . Additional Chief Secretary Health Amit Mohan Prasad said  that at present the total number of active cases in the state is 67 thousand 825, out of which 35 thousand 124 people are living in home isolation.               In Bihar, COVID-19 recovery rate has improved to 91.55 percent in the state which is 13 percent more than national average. Active cases in the state are continuously decreasing. At present 13 thousand 111 patients are undergoing treatment in various hospitals of the state. Health Minister Mangal Pandey said nearly 54 lakh samples have been tested in Bihar so far.

              In Madhya Pradesh, the number of corona infected people has crossed one lakh marks. At the same time, about 77 thousand patients have recovered so far. The numbers of COVID-19 cases in the state climbed up to 1 lakh 458 after 2 thousand 552 new cases were reported in the past 24 hours. The death toll also rose to 1 thousand 901.

              As per the state health bulletin, 2 thousand 554 coronavirus patients were discharged from the hospitals in the past 24 hours taking the number of recovered cases in the state to 76 thousand 952. Meanwhile, the state government has issued new guidelines for prevention of Coronavirus infection in the wake of religious programs and festivals. During festivals, there will be no permission to carry out any processions for religious and social events. Additional Chief Secretary, Home, Dr. Rajesh Rajaura has said that the maximum height of the idols to be installed in various public places will be 6 feet and the size of the pandal will be 10 by 10 feet.               Gujarat has reported a record 1410 new cases of Covid-19 during the last 24 hours . The total cases in the state have gone up to 1 lakh 20  thousand 488.

              With the recovery of 1293 patients yesterday, the recovery rate has further improved and reached upto 83.90 per cent. Total 1 lakh 1 thousand 101 patients have recovered in the state till now. More than 36 lakh 78 thousand tests have been carried out in the state till date, out of which 69077 tests were carried out yesterday. Maximum 286 new cases reported from Surat. At present total active cases in the state are 16108, out of which 98 patients are on ventilator. 16 patients died yesterday taking the total deaths due to Covid-19 upto 3289.               In Mumbai, Western Railways will run a total of 500 suburban train services from September 21, an increase from the 350 currently on the tracks amid the coronavirus outbreak.

              Sumit Thakur, the chief public relations officer of WR said in order to maintain social distancing and avoid overcrowding, Western Railway has taken the decision to increase the number of daily special suburban services from 350 to 500. Of the increased services, 30 will be operated during morning peak hours, and 29 services during evening peak hours.               In Odisha, Covid-19 recovery cases have gone up to 1,37,567 against a cumulative caseload of 1,71,341. With the recovery of 4101 more patients yesterday, the rate of recovery has increased 78 per cent. 

              “In terms of absolute numbers, while the daily count of cases keep on growing, the daily growth rate has gone down to 2.18 % from a little over 3%, a fortnight ago. The case fatality rate too is on the downswing at about 0.4 % . Added to this is the downsizing of the daily divide between infection and recovery as evident from the new recovery of 4101 cases against a new infection of 4181 cases yesterday. Further, with the state government allowing home isolation of asymptomatic and mildly symptomatict cases, about 70% of the active cases as of now are homebound, with active surveillance support in tow.               In Karnataka 8,626 new Covid-19 cases were reported yesterday taking the total tally to 5,02,982. On the other hand 10,949 people recovered and were discharged from various hospitals across the State. In a single day yesterday, 179 covid patients succumbed to the disease taking the total fatalities to 7,808.

              In Tamil Nadu, the health department is introducing “Covid Suspects Wards” in all major hospitals of the state. They are for treating patients having strong symptoms of Covid-19 infection, though their RT-PCR tests show negative results.

              Globally, physicians say there is the possibility of a small percentage of Covid-19 tests showing false-negative results. Of the available tests, the RT-PCR is considered the gold standard, though physicians point out that there could be some cases of false negative too. They say this is one among the reasons for a person having all the symptoms of Covid-19 infection including the affected lungs, though the Covid test failed to confirm it. To treat such patients, the “Covid-Suspects” wards are being established in the state-run medical college hospitals. The special ward at the Government Rajiv Gandhi Hospital in Chennai was inaugurated yesterday by Health Minister Dr C Vijayabhaskar.               Environment Minister Prakash Javadekar has said that eight beaches of the country have been recommended for the coveted ‘Blue Flag’ international eco-label. He said, clean beaches are a testimony to good environment in coastal areas and India’s many beaches are among the best in the world. Speaking on the eve of ‘International Coastal Clean-Up Day’ celebrated across 100 countries since 1986, Mr Javadekar said, for the first time, eight beaches of India have been recommended for the Blue Flag certification. Blue Flag certification is a globally recognised eco-label accorded by an international agency ‘Foundation for Environment Education, Denmark’ based on 33 stringent criteria in four major heads-environmental education and information, bathing water quality, environment management and conservation and safety and services in the beaches. The ‘Blue Flag’ beach is an eco-tourism model endeavouring to provide the tourists and beachgoers clean and hygienic bathing water, facilities and amenities, safe and healthy environment and sustainable development of the area. The eight beaches recommended are Shivrajpur in Gujarat, Ghoghla in Daman and Diu, Kasarkod and Padubidri in Karnataka, Kappad in Kerala, Rushikonda in Andhra Pradesh, Golden in Odisha and Radhanagar in Andaman and Nicobar Islands.

              Finance Minister Nirmala Sitharaman said that the bulk of additional spending sought in the first batch of supplementary demands for grants would be utilised towards people-centric schemes to help them amid the COVID-19 pandemic. Replying in the Lok Sabha after discussion on one of the highest supplementary demand for grants in Indian history, the minister laid out details for the additional expenditure of over 2 lakh 35 thousand crore rupees with net cash outgo of nearly 1 lakh 66 thousand crore rupees. Lok Sabha approved the first batch of the supplementary demands for grants in its sitting yesterday which lasted till late in the night.

              The Government has amended the Public Procurement (Preference to Make in India) Order, 2017 on 16th of this month. The amendment enables nodal Ministries and Departments to notify higher minimum local content requirement for Class-I and Class-II local suppliers. As per the Order, entities of countries which do not allow Indian companies to participate in their Government procurement for any item, shall not be allowed to participate in Government procurement in India for all items related to that nodal Ministry or Department, except for the list of items published by the Ministry or  Department permitting their participation. Specifying foreign certifications, unreasonable technical specifications, brands, models in the bid document is restrictive and discriminatory practice against local suppliers.

              PM-JAY is the world’s largest health assurance scheme fully financed by the government.It provides a cover of  5 lakh rupees  per family per year for secondary and tertiary care hospitalization across public and private empanelled hospitals in India.Over 10.74 crore poor and vulnerable families  are eligible for these benefits. So far over 23 thousand  hospitals have been  empanelled  under it and  1.2 crore treatments have been provided.               Viraat, the decommissioned aircraft carrier of the Indian Navy, will begin its last journey today from Mumbai’s Naval Dockyard to Alang in Gujarat, where it will be dismantled. The vessel had served the Indian Navy for 30 years before being decommissioned in 2017. There were attempts to convert ‘Viraat’ into a museum or a restaurant, but none of the plans materialised.

              The United States has banned download of Chinese app TikTok and use of messaging and payment platform WeChat, saying they threaten national security. The ban will come into effect from tomorrow night. In a statement, Commerce Secretary Wilbur Ross said, Chinese Communist Party has demonstrated the means and motives to use these apps to threaten the national security, foreign policy, and the economy of the US.  The initiative will ban WeChat and TikTok from the online marketplaces operated by Apple and Google. TikTok has slammed the decision and vowed to fight the Trump administration’s ongoing crackdown on the company. It said, the ban impedes a tool for entertainment, self-expression and connection.
